223 :' ' <br /> <br />REPORTS OF THE CITY MANAGER <br />Application of Shell Oil Company and Robert Lee Associates for design review approval <br />for a sign program for their service station located on Hopyard Road at Owens Drive <br /> Mr. Harris presented his report (SR 83:334) dated August 12, 1983, regarding this <br />matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />Resolution No. 83-364, approving Case Z-83-163, application of Shell Oil Company and <br />Robert Lee Associates for design review approval for a sign program for their service <br />station located on Hopyard Road at Owens Drive, subject to the following conditions: <br />(1) that the signing program be substantially as shown on the site plan and elevations, <br />Exhibit A, on file with the Planning Division and that the existing pole sign shall not <br />be increased in height, even if it is not now 30 feet; (2) that there be no additional <br />signing installed on the subject property without prior City approval; (3) that the <br />applicant apply for and receive all necessary building permits for the installation <br />of the signs, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Dublin Sphere of Influence <br /> Mr. Harris presented his report (SR 88:335) dated August 15, 1983, regarding this <br />matter. <br /> <br /> Councilmember Brandes emphasized that Councilmembers should attend the LAFCO public <br />hearing regarding this matter to strongly oppose the establishment of a sphere of in- <br />fluence for the City of Dublin which would extend south of 1-580. Councilmember Mer- <br />cer requested that the Mayor be authorized to send a letter to LAFCO stating the <br />City's opposition, to go out in the LAFCO agenda packet before the public hearing <br />on November 17, 1983. Council concurred. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />Resolution No. 83-365, strongly opposing the establishment of a sphere of influence <br />for the City of Dublin which would extend south of 1-580, particularly into that area <br />which is now within Pleasanton's sphere of influence (south of 1-580 and east of the <br />Pleasanton and Main Ridges), be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Report on North Pleasanton Water Assessment District <br /> Mr. Warnick presented his report (SR 88:348) dated August 18, 1983, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />Resolution No. 83-366, approving the proposed petition with its attached Description <br />of Work and tentative boundary map, in connection with North Pleasanton Water System <br />Improvements - Assessment District No. 1983-3, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Council also directed staff to send copies of the petition to all affected pro- <br />perty owners requesting that they sign and return the petition~ directed staff to <br />continue to negotiate with Prudential for possible advance construction of facilities <br /> <br /> 7. 8/23/83 <br /> <br /> <br />
