225:

Adoption of Ordinance No. 1098~ approving the application of Pleasanton Joint School
District to rezone an approximately 17 acre school site (Pl'e~santon Elementary School)
at 4750 First Street from the R-1-65 (Single-family) Residential District to the "'P"
(Public and Institutional) District
(Intro. 8-9-83, 4-Ayes, 1-Absent)
Mayor Butler stated that Ordinance No. 1098 was introduced on August 9, 1983, by
a vote of 4-Ayes, 1-Absent, and that it was now in order to adopt the ordinance.

It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that
Ordinance No. 1098, approving the application of Pleasanton Joint School District to
fezone an approximately 17 acre school site (Pleasanton Elementary School) at 4750
First Street from the R-!-65 (Single-family) Residential District to the "P" (Public
and Institutional) District, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

SPECIAL REPORTS
Presentation by Lynn Bowers (Board of Directors East Bay Regional Park District)
Concerning Proposed Pleasanton Ridgelands Regional Park
Mr. Lynn Bowers, representing East Bay Regional Park District, requested Council
to endorse the concept of a feasibility study to see whether or not it is possible to
have a ridgelands park on Pleasanton Ridge. He stated that East Bay Regional Park
District requires 25% registered voter signatures on a petition before it will con-
duct the feasibility study. He stated that financing for the project could come from
a number of sources such as state bond monies, federal land and water grant money,
bond election, local participation from industry, grazing operations, and EBRPD funds.

Ms. Dagmar Fulton, 4536 Miradot Drive, stated she opposed development of the
ridgelands park and any further studies being conducted regarding this matter. She
stated that studies have been done on this issue as far back as 1976. She stated she
felt there are better ways to spend tax dollars that would benefit the general popu-
lation more effectively. She stated she felt this is an harrassment to the public
for this continuous demand for more of this type of land of which there is already
an over-abundance, and in this case will be used for grazing land rather than recrea-
tional purposes. She urged Council to say No and not to spend public funds on some-
thing that is not needed.

Mr. Lee Henderson, 2870 Foothill, stated he felt the ridgeland area should be
preserved and that he did not want to see it developed residentially.

After discussion, it was moved by Councilmember Mohr, and seconded by Council-
member Mercer, that Resolution No. 83-363, endorsing the concept of a feasibility
study to see whether or not it is possible to have a ridgelands park on Pleasanton
Ridge, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

REPORTS OF BOARDS AND COMMISSIONS
Actions Taken by the Board of Adjustments. Desig~ Review Board, and Planning Commission
at their meeting of 8-10-83
Mr. Harris presented his report (SR 83:333) dated August 11, 1983, regarding this
matter for the information of the Council. No action was required or taken by Council
on this item.

6. 8/23/83
