· 229:" <br /> <br />consideration as a replacement for Paul Ebright, who recently resigned from the <br />Steering Committee. He advised that he had received a telephone call from Robert <br />Pearson stating that he intends to resign from the Steering Committee, but as of <br />this date no official letter in writing has been received. Mr. Innes stated that <br />the Steering Committee met August 22, 1983 to discuss possible candidates for the <br />Steering Committee and had voted unanimously on the candidates listed in the letter <br />presented to Council. He stated that any of these individuals would enhance the <br />Committee in completing the study. <br /> <br /> Council discussion ensued regarding appointment of a replacement for Robert <br />Pearson before his official resignation is received. Mr. Innes stated that the <br />Committee is getting into a critical stage of the study and need all members to <br />effectively complete the review. <br /> <br /> Councilmember Mercer stated he did not feel a replacement should be appointed <br />for Robert Pearson until his resignation is received in writing. <br /> <br /> Mayor Butler stated he felt some of the lesser known candidates on the list <br />should be appointed to fill the vacancies on this Committee in order to give them <br />more exposure. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Brandes, that Resolution No. 83-362, appointing Ed McGovern to fill the un- <br />expired term of Paul Ebright on the Steering Committee of the Industrial General <br />Plan Review Committee, and that Jerry Morrow be appointed to fill the unexpired term <br />of Robert Pearson on the Steering Committee upon receipt of the written resignation <br />of Mr. Pearson, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Wood <br />NOES: Councilmember Mercer and Mayor Butler <br />ABSENT: None <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Robert Hadley, 3895 Northwood Court, asked if anything could be done about <br />extended parking of motor homes on public streets. He stated that one of his neigh- <br />bors parked his motor home in front of Mr. Hadley's residence, which caused him much <br />aggrevation. Council advised Mr. Hadley that city ordinance requies any recreation <br />vehicle to be moved after being parked for 72 hours on a public street. After dis- <br />cussion, Council referred this matter to staff for further handling to alleviate the <br />situation if possible. <br /> <br /> Mr. Brad Hirst, Co-Chairman of the Transportation Committee of the General Plan <br />Review Committee, stated that this Committee presented a recommendation to Council <br />at their meeting of August 9, 1983, relative to a bike/pedestrian bridge over the <br />arroyo into the Sports Park. He stated Council requested that the Transportation <br />Committee meet with the Park and Recreation Commission and to make specific recommen- <br />dations regarding this matter. Mr. Hirst stated that after further consideration <br />there appears to be many more problems than first anticipated, such as amount of <br />traffic and what time it happens, peak loads, and provision of service to the east <br />end of the Parkside development. He requested this matter be looked into very <br />thoroughly and recommended that authorization be granted to staff to proceed with <br />hiring a consultant for an amount not to exceed $15,000-$20,000, to complete a study <br />of vehicular, pedestrian, and bike access into the Sports Park. He asked that this <br />be done before termination of the Transportation Committee at the conclusion of the <br />Industrial General Plan review study. He also requested that staff be authorized to <br />do some work over the Labor Day weekend when a major soccer tournament will be held <br />at the Sports Park, to evaluate peak loads and traffic congestion. <br /> <br /> 4. 8/23/83 <br /> <br /> <br />
