of Willow Road and Stoneridge Drive, subject to all conditions contained in Exhibit
A of Staff Report 83:318 dated August 1, 1983, be adopted as Resolution No. 83-345.
The roll call vote was as follows:
AYES: Councilmen~bers Brandes, Mohr, Woods and Mayor Butler
NOES: None
ABSENT: Councilmember Mercer

Review of the City Council of the design of two industrial/office buildings, totalling
approximately 110,000 s~. ft. and related facilities on an approximately 6.6 acre site
located on the south side of West Las Positas Boulevard, southeast of its intersection
with Hacienda Drive in the Hacienda Busines~ Park. Zoning for the property is I-P
(Industrial Park) District
Mr. Harris presented his report (SR 83:321) dated August 1, 1983, regarding this
matter.

Mayor Butler declared the public hearing open on this item.

Mr. Vince Wong, architect, presented a design plan for the project, stating the
structure will be of tilt-up construction.

Ms. Sharrell Michelotti, representing the Transportation Subcommittee of the
Industrial General Plan Review Committee, stated this subcommittee had voted 17 for,
3 against, to request that the City Council require Prudential Insurance Company, as
a condition of approval of the A.T.& T. buildings, to dedicate a public easement and
construct a bridge over the Arroyo Mocho for the sole purpose of providing pedestrian
and bicycle access between West Las Positas Boulevard and the Sports Park via Harvey
Court. She presented a map showing the proposed recommendation. She stated this would
relieve congestion into and out of the Sports Park. Ms. Michelotti presented a letter
from Ms. Gerri Sherman, President of the Pleasanton Girls Soccer Association, dated
August 9, 1983, supporting the proposed access to Sports Park from West Las Positas
Boulevard across the Arroyo Mocho via a bicycle-pedestrian bridge, stating that such
access to the park would benefit those who participate in their programs as well as
all other sports organizations, both youth and adult. Ms. Michelotti concluded by
stating the Transportation Subcommittee has been working very hard, and are involved
in the study of transportation routes. She stated they support the staff report but
feel the developer should provide the bike-pedestrian bridge.

Mr. Jack Swanson, representing Prudential Insurance Company and speaking on behalf
of Roger Gage, stated this is the first that Prudential has heard of the recommendation.
He stated there are some ramifications that should be considered before a decision is
made on this matter, such as how the bridge should be brought over the flood control
channel, obtaining of necessary encroachment permits from Alameda County, security
issue, and pedestrian safety through parking lot. He stated he would not like this
to be an added condition for approval of the design review application.

Ms. Jacquie Oliverius, member of the Community Needs Subcommittee of the General
Plan Review Committee, stated this subcommittee voted unanimously at their last meet-
ing to support the Transportation CommitteeTs recommendation regarding public dedica-
tion of land and construction of a bike-pedestrian bridge over the Arroyo Mocho.

Mr. Steve Hughes, 587 ToLLriga Court, stated that at the last meeting Council
ignored the requests and recommendations of the General Plan Review Committee. He
stated that tonight the Committee is again asking for support. He urged Council to
back them up. He also asked if personnel in the building inspection division are
properly qualified to inspect commercial buildings. Mr. Harris advised him that the
city's building inspectors are fully qualified, and in certain instances special in-
spectors are hired when there are unusual circumstances relative to inspection of a
building.

10, 8/9/83
