135 <br /> <br />PUBLIC HEARINGS <br />Application of Barnett-Range/Shelter Capital and Sid CoPtie for PUD (Planned Unit <br />Development)-High Density Residential zoning and development plan approval.. of a <br />200 unit garden apartment project on an approximately i1 acre site located imme- <br />diate!y south of the Arroyo Mocho, approximately 1500 feet east of the intersec- <br />tion of Santa Rita Road and the Arroyo Mocho Canal. Zoning for the pr?perty is <br />"A" (Agricultural) District <br />~Contd. Open from 6-28-83 and 7-12-83) <br /> Mr. Harris presented his report (SR 83:248) dated June 21, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler stated the public hearing on this item had been continued open from <br />the meetin~ of 6-28-83 and 7-12-83. <br /> <br /> Mr. Joe Simmons, 77 Jordan, San Francisco, President of Shelter Capital, reviewed <br />the background of this application; stating that the original application was for 240 <br />units. He advised that a petition had been presented from residents in the surround- <br />ing area expressing their concerns relative to this project. He stated that after <br />several meetings with the homeowners that a majority of the concerns had been miti- <br />gated, including a reduction in the number of units to 200. Mr. Simmons advised <br />that Barnett-Range Corporation had withdrawn from the project because of the reduc- <br />tion in units, and that Woodmont Properties is now a partner in this joint venture. <br />Mr. Simmons presented a memorandum to Council regarding the concerns and demands <br />raised by Pleasanton Meadows Homeowners, and the developer responses to these con- <br />cerns, relative to design and maintenance of waterscapes, solar orientation, community <br />building, laundry facilities in individual units, pool size, storage, availability of <br />floor plans, apartment or condominiums, similarity to the 126 unit proposal at Santa <br />Rita and Las Positas, reduce unit count, increase the size of the 1 bedroom units, <br />location of elderly along northern boundary adjacent to the arroyo, fence along arroyo <br />property line, lighting into arroyo, moving of trash containers away from the arroyo <br />property line, and coastal redwoods along the arroyo property line. <br /> <br /> Mr. Dick Olmstead, 150 Green Street, San Francisco, project architect, presented <br />a brief description of the changes made to the development plan, which include dele- <br />tion of four buildings, increased size of pool, increased open space, increased park- <br />ing ratio, and improved landscaping. <br /> <br /> Mr. Gary Grant, #11 Kirby Place, Palo Alto, representing Woodmont Companies, pre- <br />sented a brochure outlining the activities of Woodmont Companies as well as an apart- <br />ment property roster listing their properties of 100 apartment units or more. He <br />also presented photographs representative of buildings proposed to be constructed in <br />Pleasanton. He stated he has only been connected with the proposed project for the <br />past two weeks and has spent a great deal of time with Mr. Simmons, Mr. Olmstead, and <br />the surrounding residents and feels that most of the concerns of the homeowners have <br />been satisfied. He reviewed the water landscaping plans, size of the recreation <br />building, and the quality of the apartment project which included lush landscaping, <br />location of washer and dryer facilities in each unit, individual water heaters and <br />space heaters, two to one parking spaces, and sound insulation. He advised the units <br />will be rented for ten years then converted to condominiums. He stated he felt this <br />is a much better project than the one originally proposed for this site. <br /> <br /> Councilmember Wood complimented the developers for meeting with the surrounding <br />property owners and answering most of their concerns. He stated he would like for the <br />three buildings at the rear of the property to be reserved for senior citizens. <br /> <br /> Mr. Steve Hughes, 587 Touriga Court, advised that state law says that cities can- <br />not discrimminate against children, therefore he felt that reservation of housing for <br />the elderly would not be proper. <br /> 5. 7/26/83 <br /> <br /> <br />
