"'413 <br /> <br /> Mr. Harris advised that mitigated negative declarations were adopted in conjunc- <br />tion with the previous Flanned Unit Developments on the subject property, that archi- <br />tectural and site design implications were included within the scope and content of <br />those documents, and for'this reason, no'further environmental documents need be con- <br />sidered in conjunction with this application. <br /> <br /> Councilmember Mercer publicly apologized to Mr. Terrill, and Reynolds and Brown <br />for not anticipating what a high quality development Reynolds and Brown would become <br />when the original application came to Council, and he commended Reynolds and Brown <br />for the quality of buildings presented for design review. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that <br />Resolution No. 83-272, approving the application of Reynolds and Brown for development <br />plan approval of seven commercial/industrial buildings, totalling approximately 166,000 <br />sq. ft., and related facilities on four parcels totallying approximately 13 acres lo- <br />cated at the northwest corner of Johnson Drive and Owens Drive (southern portion), <br />subject to all conditions shown in Planning Commission Resolution No. 2320, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Plans relating I? construction on y.a..l~ley Avenue~ between Hansen Drive and the Arroyo <br />del Va!le, consisting of readway widening, landscaping, uti!ities installation~ and <br />other related improvements <br /> <br />Consider Adop%ign of Negative Declaration <br /> Mr. Warnick presented his report (SR 83:257) dated July 6, 1983, regarding this <br />matter. <br /> <br /> Council discussion ensued regarding location, design and construction of the <br />soundwall in connection with this project. Mr. Warnick advised the soundwall would <br />be considered by the Design Review Board and that all property owners would be noti- <br />fied regarding this matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and negative <br />declaration. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> Mayor Butler declared the public hearing closed. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br />Resolution No. 83-273, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate for <br />plans relating to construction on Valley Avenue between Hansen Drive and the Arroyo <br />del Valle, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> 6, 7/12/83 <br /> <br /> <br />
