It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 83-272, approving the application of Reynolds and Brown for development plan approval of seven commercial/industrial buildings, totalling approximately 166,000 sq. ft., and related facilities on four parcels totallying approximately 13 acres lo- cated at the northwest corner of Johnson Drive and Owens Drive (southern portion), subject to all conditions shown in Planning Commission Resolution No. 2320, be adopted. Council discussion ensued regarding location, design and construction of the soundwall in connection with this project. Mr. Warnick advised the soundwall would be considered by the Design Review Board and that all property owners would be noti- fied regarding this matter. Mayor Butler declared the public hearing open on the application and negative declaration. No one in the audience spoke in favor of or in opposition to this item. It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that Resolution No. 83-273, determining on the basis of a review of initial environmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a negative declaration is appropriate for plans relating to construction on Valley Avenue between Hansen Drive and the Arroyo del Valle, be adopted.
