It was moved by Councilmember Wood, and seconded by Councilmember Brandes, that <br />Resolution No. 83-270, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for PUD (Planned Unit Development) development plan approval for a six (6) <br />story hotel and related facilities on the 4.39 acre site located just northwest of <br />the intersection of Foothill and Dublin Canyon Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br /> Councilmember Mercer stated he is opposed to this development; advising there <br />ape other applications coming before the City for hotel-motel complexes, many of <br />which are in more logical locations than this one. He stated that controls in other <br />locations will insure a better quality project than at this location. He stated he <br />has grave concerns about traffic at this intersection, that service levels E and F <br />ape intolerable. He concluded by stating he did not feel this is the best project <br />for this site, and that there are better sites for hotel-motel projects. <br /> <br /> Mayor Butler stated he concurs with Councilmember Mercer regarding the traffic <br />concerns relative to this intersection, but felt that some necessary steps have been <br />taken to mitigate the problems. He stated that utilization of the full site will cut <br />down on congestion and that it also gives a lower profile, and that overall it is a <br />good use for this corner and a good location for a hotel facility. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Wood, that the appeal of Holiday Inns be approved, and that Ordinance <br />No. 1094, to be read by title only and waiving further reading thereof, approving the <br />application of Holiday Inns, Inc., for PUD (Planned Unit Development) development <br />plan approval for a six (6) story hotel and related facilities on the 4.39 acre site <br />located just northwest of the intersection of Foothill and Dublin Canyon Roads, sub- <br />gect to all conditions contained in Staff Report 83:262, be introduced. <br /> he roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br />Application of Reynolds and Brown for development plan approval of seven commercial/ <br />industrial buildings? totalling approximately 166~000 s~.. ft. and related facilities <br />on four parcels totalling approximately 13 acres located at the northwest corner of <br />J~hnson Drfve End Owens Drive (southern portion). Zonin~ for the property is PUD <br />(Planned Unit Development) Industrial/Commercial and Offices District <br /> <br />Consider Ad?ption of Negative Dealaration <br /> Mr. Harris presented his report (SR 83:256) dated July 5, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Tom Terrill, representing Reynolds and Brown, presented models of the proposed <br />buildings.
