257 <br /> <br />Recommendation on New Telephone SyStem for City Offices <br /> Vice Mayor Mercer abstained from participation in this item due to Conflict of <br />Interest. He turned the meeting over to Councilmember Wood. <br /> <br /> Mr. Walker presented the report of the Assistant to the City Manager (SR 83:254) <br />dated June 22, 1983, regarding this matter. <br /> <br /> Ms. Carol Toms, Sales Manager for American Bell, 1000 Broadway, Oakland, stated <br />that her firm was one of the two finalist in the competition for the city's telephone <br />system. She reviewed the dimension vs. centrex systems, advising Council that the <br />dimension system has many more features. She cautioned Council to look ahead to <br />future needs of the cit ~ <br /> y s phone system. She stated that American Bell was not <br />afforded the same opportunity as Pacific Telephone for on-site study of the system. <br />Ms. Toms requested that this item be continued and that American Bell be allowed to <br />come back to make some changes in their proposal based on experience and an on-site <br />study of the city's system. <br /> <br /> Mr. Walker stated that Pacific Telephone has been recommended by staff because of <br />reliability, not exclusively because of cost. He added that both American Bell and <br /> <br /> _ cit ' <br />Pacific TeleOhone had been given equal opportunity to review the y s telephone <br />system and make proposals, and that staff had deliberated many hours and had selected <br />the proposal they felt best suited the needs of the city now and in the future. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mohr, selecting Pacific Telephone's Centrex system, to include the purchase of <br />Northern Te!ecom telephones, as the tit ~ <br /> y s new telephone system conditioned upon sub- <br />sequent City Council approval of the necessary agreements between the city and Pacific <br />Telephone Company; and directing the City Attorney to meet with representatives of <br />Pacific Teleohone Company and prepare the necessary agreement. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Wood <br />NOES: None <br />ABSENT: Mayor Butler <br />ABSTAINED:Vice Mayor Mercer <br /> <br /> Councilmember Wood turned the meeting back to Vice Mayor Mercer. <br /> <br />Matters for the Information of the Council <br /> There were no matters for the information of the Council presented at this meeting. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Amendment to Bingo Ordinance <br /> Mr. MacDonald presented his report (SR 83:235) dated June 21, 1983, regarding this <br />matter. <br /> <br /> It was moved by Vice Mayor Mercer, and seconded by Councilmember Brandes, that <br />Ord!nance No. 1092, to be read by title only and waiving further reading thereof, <br />amending the city's bingo ordinance to clarify interpretation and bring said ordinance <br />into conformity with changes in Penal Code Section 326.5, b& introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Vice Mayor Mercer <br />NOES: ~Tone <br />ABSE~[T: Mayor Butler <br /> <br />Ordinance Amendin~ Business License Sections Relating to Evidence of Doing Business <br />and Penalties for i~on-Payment <br /> Mr. MacDonald presented his report (SR 83:251) dated June 22, 1983, regarding this <br />matter. <br /> <br /> 13. 6/28/83 <br /> <br /> <br />
