333 <br /> <br /> "The homeowners of Pleasanton Meadows are very concerned about the noise levels <br /> that are now, and will be, generated by traffic on Santa Rita Road. We believe <br /> that there are two possible solutions to the problem: either quiet the street, <br /> or place an effective sound wall between the street and the homes. <br /> <br /> "You must understand that one of the basic problems is that the homes are lo- <br /> cated about three feet below the street level. The most recent and best <br /> qualified sound studies indicate a sound wall with a height of 10'-8" above <br /> street grade and located as close to the street as possible is necessary for <br /> minimum acceptable noise mitigation. In our judgement, anything less than <br /> what is indicated by these studies is unacceptable. <br /> <br /> "The residents of Pleasanton Meadows have worked closely with representatives <br /> of Hacienda Business Park and Charles Salter (Accoustical Engineer) to find <br /> proper mitigation solutions to our problems. These meetings have resulted in <br /> complete agreement between Hacienda Business Park and the residents whose <br /> homes abut Santa Rita Road. This agreement calls for a 10'-8" sound wall <br /> locat~ as close to Santa Rita Road as is aesthetically possible. <br /> <br /> "The residents of Pleasanton Meadows feel very strongly about this issue and <br /> sincerely hope that our city Government responds favorably to our needs." <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br /> on the application and the mitigated negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />Resolution No. 83-212, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for Santa Rita Road improvements between Sutter Gate Avenue and 1-580, and <br />Pimlico Drive improvements between Santa Rita Road and Brockton Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Mayor Butler, and seconded by Councilmember Mercer, that Resolu- <br />tion No. 83-213, approving the plans and specifications and agreement for Santa Rita <br />Road improvements between Sutt&r Gate Avenue and 1-580, and Pimlico Drive improvements <br />between Santa Rita Road and Brockton Avenue, subject to the following mitigating con- <br />ditions: (1) the final design for the project shall provide adequate provisions to <br />reduce and control any erosion and sedimentation; (2) the final design for the project <br />shall provide adequate provisions for dust controls during construction; (3) that con- <br />struction activities be limited to daytime hours only, during period approved by the <br />City Engineer; and authorizing the appropriate city officials to execute the agreement, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />A~prova! of Plans and Agreement for Improvements of Stoneridge Drive between Hopyard <br />Road and Johnson Drive and Installation of 30 inch Sewer Line <br /> Mr. Warnick presented his report (SR 83:186) dated May 18, 1983, regarding this <br />matter. <br /> <br /> 14. 5/24/83 <br /> <br /> <br />
