335 <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br /> closed. <br /> <br /> Councilmember Mercer stated he felt the ordinance should include minimum lot <br /> size of less than 8,500 sq. ft., and he also felt the proposed ordinance is too <br /> restrictive. <br /> <br /> Council discussion ensued regarding owner/occupancy, lot sizes, off-street <br />parking, possibly changing the character of a single-family residential neighbor- <br />hood to multi-family neighborhood, setting limit of number of units allowed in one <br />residential area, and density. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />the application of the City of Pleasanton to amend the provisions of Chapter 2, Title <br />II of the ordinance Code of the City of Pleasanton with regard to the placement of <br />second dwelling units on single family lots under specific circumstances, be con- <br />tinued indefinitely, and instructing staff to prepare a report to include a broader <br />spectrum of alternatives, areas, lot sizes, other cities ordinances, what is re- <br />quired by state law and what is not required by state law, smaller additions on <br />smaller lot sizes, larger additions on larger lot sizes, how many people can reside <br />in one dwelling, what is allowed now under existing city codes, impact of added units <br />on sewer capacity, and any other pertinent information staff feels should be included. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr suggested getting the recent brochure from the ABAG Conference <br />regarding Granny Flats, and also the latest bulletin from the League of California <br />Cities relative to this issue. <br /> <br /> Mayor Butler recessed the meeting at 10:35 P.M. <br /> <br /> Mayor Butler reconvened the meeting at 10:45 P.M. <br /> <br />Approval of Plans and Specifications and Agreement for Santa Rita Road Improvements <br />between Sutter Gate Avenue and 1-580 and Pimlico Drive Improvements between Santa <br />Rita Road and Brockton Avenue <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Warnick presented his report (SR 83:188) dated May 19, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the miti- <br />gated negative declaration. <br /> <br /> Ms. Mary McLaughlin, representing Hacienda Business Park Homeowners Association, <br />introduced Charles Saulter, who presented a slide film presentation relative to noise <br />levels on Santa Rita Road without a sound wall, and also simulated levels of noise <br />after construction of a sound wall, for a twenty four hour period. He explained that <br />after construction of a sound wall the noise levels would be in compliance with regu- <br />lations established by the City. <br /> <br /> Ms. Barbara Rush, 3573 Dickens Court, presented a petition signed by 28 residents <br />of Pleasanton Meadows, which read as follows: <br /> <br /> 13, 5/24/83 <br /> <br /> <br />
