117 <br /> <br /> Councilmember Brandes stated he felt that Pacific Telephone Company presented <br />the best proposal and that their equipment offered more reliable service. He stated <br />that it is vital that the City have the most modern equipment since the system will <br />be serving not only city hall but the police and fire departments on a 24 hour day <br />period. He stated that additional alternatives for financing may be available after <br />the first of next year with Pacific Telephone Company which would be advantageous to <br />the City and he felt this possibility of further financing alternatives should be in- <br />cluded in the negotiations. It was moved by Councilmember Brandes instructing staff <br />to proceed with Pacific Telephone Company for the new telephone System for city build- <br />ings and to be able to renego!iate financing programs at a later date if better alter- <br />natives are available. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that Reso- <br />lution No. 83-189, rejecting all bids received for a new telephone system for city <br />buildings, and instructing staff to negotiate alternative payment methods with Pacific <br />Telephone and American Bell, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Mercer <br /> <br />Projeqts t? be Funded.)Y the New Federal Jobs Bill <br /> Mr. Harris presented his report (SR 83:114) dated May 5, 1983, regarding this <br />matter. <br /> <br /> Ms. Jacquie O!iverius, 3445 Beecham Court, member of the Park and Recreation Com- <br />mission and liaison member on the Human Services Commission, requested approval of <br />project funding as recommended by the Human Services Commission in the staff report. <br />She stated she also supports the recommendations of staff as presented in the report <br />as her second choice. <br /> <br /> Ms. Susan Shephard, 3925 Kern Court, reviewed the services of the Anthropos Founda- <br />tion, stating it is a program related to preventative counseling services regarding <br />drug abuse and works in cooperation with the Drug Abuse Center. She stated that most <br />of the programs of Anthropos are supported through donations, low fee for services, <br />and volunteer work. <br /> <br /> Mr. Gordon Murray, 5835 Northway Road, stated that the service provided by Anth- <br />ropos is not a duplication of any other agency's program. He stated he felt this <br />Foundation is doing a good job but cannot expand services without additional funding; <br />and would have to continue on the same level of service if more monies are not allo- <br />cated to them. <br /> <br /> Ms. Evelyn King, Director of the Kaleidoscope Center, stated this program would <br />be able to function without additional funding but she felt expansion is needed in <br />order to provide additional staff thereby expanding their program for recreational <br />day care for handicapped youths. She stated this is a much needed program in the <br />Valley, and she requested that as much funding be allocated to this Center as Council <br />felt was appropriate. <br /> <br /> Mr. Ted Michaud, 6237 Wade Court, parent of a handicapped child, stated this Center <br />provides a very necessary program for handicapped children and their parents. He <br />stated that the Kaleidoscope Center is at a survival level now and that continued ser- <br />vices are in jeopardy if additional funding is not granted. He urged Council to support <br />this program for the large number of children who need the service. <br /> <br /> 7. 5/10/83 <br /> <br /> <br />
