119

REPORTS OF THE CITY MANAGER
Proposed Traffic Recommendations for the Downtown Revitalization Program
(Contd. from 4-12-83)
Mr. Warnick presented his report (SR 83:167) dated May 3, 1983, regarding this
matter.

Mayor Butler presented a letter f~om the Pleasanton Downtown Association dated
May 6, 1983, stating that after review of this matter, for the most part the profes-
sional people do not oppose the stop signs on Main Street but that the merchants do
oppose the installation of stop signs. The Downtown Association requests that traffic
be closely monitored at the subject intersections after the stop signs are installed
and that an evaluation be made for twelve months after implementation.

Ms. Lori Scott Venter, 210 Rose Avenue, thanked the Council for continuing this
item from the meeting of April 12, 1983, to allow the Downtown Association to review
this matter further. She advised the doomtown merchants are split on the effective-
ness of the proposed stop signs. She stated the greatest concern is on Main Street
and St. Mary Street relative to traffic problems at the entrance of the Country Faire
Market. She requested that traffic be monitored closely at the stop signs for a
twelve month period.

Ms. Debra Strong, Executive Manager of the Chamber of Commerce, stated that the
Chamber's recommendations are the same as previously presented.

Councilmember Mohr stated she had concerns about the bus stop in front of Country
Faire Market and at Lafayette Savings on Main Street, and requested that staff look
into the possibility of moving the bus stops to alleviate traffic congestion at these
locations.

Councilmember Brandes stated he had grave reservations regarding installing stop
signs on Main Street, but felt the signs could be installed at a minimum cost and
easily removed if they did not prove successful.

Mayor Butler stated he was extremely concerned about stop signs being placed on
Main Street but since no other control has been successful up to now, he stated he
is willing to see if the proposed stop signs will ease the traffic situation.

It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that
Resolution No. 83-188, establishing three-way stop intersections on Main Street at
Bernal Avenue and on Main Street at St. Mary Street; directing staff to install
appropriate directional signin~ in the downtown area as suggested by the Chamber
of Commerce; and directing staff to monitor the effects of these actions on traffic
control in the downtown area over the next year and to report their effectiveness to
the City Council in May, 1984, or earlier if unexpected developments should occur,
be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

Preliminary Recommendation New..City. T.e.lephone System
Councilmember Mercer abstained from participation in this item due to Conflict
of Interest.

Mr. Walker presented the report of the Assistant to the City Manager (SR 83:173)
dated May 4, 1983, regarding this matter.

6. s/10/83
