· 193 <br /> <br /> Councilmember Wood requested that the Staff Traffic Committee look into the <br /> feasibility of placing a stop sign on Vineyard Avenue at Adams Way. He stated this <br /> site is a dangerous traffic problem because of school children crossing at this <br /> location. <br /> <br /> Mayor Butler stated that several bills are in State legislation now that could <br /> affect local agencies. After discussion, Council requested staff to get copies of <br /> the following bills and prepare a report regarding the intent of each bill and its <br /> possible effect upon the city: <br /> <br /> SB 778 - Binding arbitration <br /> SB 637 - Public employee strikes <br /> AB 1545 - Redevelopment districts <br /> AB 1599 - Fair share housing requirements <br /> SB 956 - Limitation on local government authority <br /> AB 1672 - Limitation on City review of certified plans <br /> <br /> Mayor Butler stated that a proposal has been made by BART for study to expand <br /> BART services on the penisula without consideration of the Livermore-Amador Valley <br /> and Contra Costa County. After discussion, it was moved by Mayor Butler, and <br /> seconded by Councilmember Mohr, that Resolution No. 83-157, expressing City Council's <br /> strong opposition to any further expansion of BART services prior to providing ser- <br /> vice to the Valley and Contra Costa County, be adopte~. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilmember Mercer requested that in the letter to transmittal to BART with <br /> the above information, that an explanation be requested as to why Warm Springs ser- <br /> vice has been prioritized ahead of Livermore, Pleasanton, and Antioch. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Frank Belecky, Vintage Hills, presented a letter of thanks to city employees <br /> for their cooperation during the recent election activities related to the Quail <br /> Creek project. He also thanked the volunteers who worked on the election. <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, addressed the recent referendum and the <br /> conduct of three City Councilmembers, whom he did not feel had acted on behalf of <br /> their constituents and had conducted themselves improperly during the recent Quail <br /> Creek referendum election. He read a communication from Planning Commissioner <br /> Jamieson that had been published in a local newspaper citing the ill-plannlng of <br /> the Quail Creek project, and urging more proper planning in the city. Mr. Schneider <br /> questioned the credibility of Councilmembers Mohr, Wood, and Brandes, but added that <br /> he did not feel that Councilmember Brandes had acted improperly during the referendum <br /> period. He stated that after careful consideration of the matter, he respectfully <br /> requested the resignation of Councilmembers Mohr and Wood because of their conduct <br /> and actions during the referendum election relative to Quail Creek. He thanked Mayor <br /> Butler and Councilmember Mercer, the Herald newspaper, the 150 Vintage Hills volun- <br /> teers, and the 4,607 residents of Pleasanton who voted in opposition to the proposed <br /> project. <br /> <br /> Councilmember Mohr stated she regretted the depth of anger that has developed <br /> over this issue.
