Councilmember Mohr stated she had presented the Pleasanton Womens Club with a <br /> Proclamation this date commemorating their 75th anniversary. <br /> <br /> Councilmember Wood advised that the Summer Youth Program with ACTEB/ACAP has <br /> been appropriated $170,000 for jobs for youth this summer, commencing June 20th and <br /> ending August 5th. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br /> PUBLIC HEARINGS <br /> Application of Ralph Martin et al for development plan approval for the development <br /> of 39 parcels for single-family residential use on an approximately 42 acre parcel <br /> located on the north side of the eastern terminus of Crellin Road. Zoning for, the <br /> property is PUD (Planned Unit Development)-Low Density Residential District <br /> <br /> Consider adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 83:94) dated February 28, 1983, regarding <br /> this matter. He advised that a circulation pattern study and a water service study <br /> had been undertaken for the entire Pleasanton Hill area including the Martin property, <br /> Mutual Land Company property, and Kottinger Ranch. He reviewed the various alterna- <br /> tives for the circulation pattern, and stated that none of these alternatives would <br /> have any impact on Mr. Martin's application. <br /> <br /> Mayor Butler declared the public hearing open on the application and the miti- <br />gated negative declaration. <br /> <br /> Mr. Ralph A. "Bud" Martin, 2751 Crellin Road, stated he basically agrees with <br />the Planning Commission resolution relative to approval of this project, however, <br />the mitigated negative declaration implies that his land is above the Bonde zone <br />when actually only five lots are above that elevation. He stated he has talked to <br />the Fire Department who state this type of situation can be mitigated. He also <br />stated that only 1.4 acres of the property has a 25% slope or better. He stated he <br />doesnot want to be included in the water upgrade system. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> Councilmember Brandes stated that some areas are long distances for fire suppres- <br />sion, and he asked if sprinkler systems should be required in all homes. Fire Chief <br />Hill stated there are a couple of areas where sprinklers might be required in the <br />Martin project but that the area is not the high hazard area like Longview. He ad- <br />vised that Mr. Martin is aware that sprinkler systems may be required in certain <br />specified locations, and that this issue is covered under the Fire Code. <br /> <br /> Mr. Harris advised that staff concurs with the Planning Commission recommendations. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 83-90, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for development plan approval for the development of 39 parcels for single- <br />family residential use on an approximately 42 acre parcel located on the north side <br />of the eastern terminus of Crellin Road and owned by Ralph Martin et al, be adopted. <br /> <br /> 4. 3/s/s3 <br /> <br /> <br />
