221 <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mohr requested that an advisory measure be added to the Special <br />Election April ballot regarding development of the ridgelands park. Mayor Butler <br />stated he felt it would be premature at this time to add such a measure as there is <br />not sufficient time to prepare ballot arguments. After discussion, it was moved by <br />Councilmember Mohr, and seconded by Councilmember Wood, that an advisory measure be <br />placed on the April 19, 1983 Special Election ballot regarding development of the <br />ridgelands Fark. <br />The roll call vote was as follows: <br />AYES: Councilmember Mohr <br />NOES: Councilmembers Brandes, Mercer, Wood, and Mayor Butler <br />ABSENT: None <br /> <br /> Mayor Butler requested a report from staff regarding AB 561 relating to solid <br />waste planning and surcharges which will eliminate state funding. The City Attorney <br />stated he would investigate this matter and report back at the next meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Curt Altschul, representing Citizens for Balanced Growth, requested that City <br />Council enact a stricter Conflict of Interest and Campaign Disclosure ordinance, such <br />as the City of Livermore. Mayor Butler advised that the City of Pleasanton has an <br />ordinance requiring disclosures based on what the state requires. <br /> <br />PUBLIC HEARINGS <br />Appeal of a condition of approval of the Board of Adjustment relating to the applica- <br />tion of Wava Yanez for a variance to allow the completion of two additional dwelling___ <br />units on a lot with an existing duplex (for a total of four dwelling units) without <br />the provision of the total number of r~qu.~reda~~g Spaces or th~.~~d_____ <br />setbacks for property located at 344-346 West Angela Street. Zoning for the pro~rt~ <br />is RM-15 (Multi-family Residential) District <br /> Mr. Harris presented his report (SR 83:56) dated February 10, 1983, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Gil Barbee, Land Surveyor, 147 Bernal Avenue, representing the appellant, <br />reviewed the history of the subject property and the proposed development plan. He <br />requested the appeal be granted because of economic reasons. <br /> <br /> No one in the audience spoke in opposition to the appeal. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 83-71, denying the appeal of a condition of approval of the Board of <br />Adjustment relating to the application of Wava Yanez for a variance to allow the com- <br />pletion of two additional dwelling units on a lot with an existing duplex (for a total <br />of four dwelling units) without the provision of the total number of required parking <br />spaces or the required yard setbacks'for property located at 344-346 West Angela <br />Street; the motion included a statement supporting the decision of the Board of Ad- <br />justment that the required findings could be made for encroachment into the required <br />setback and insufficient turning radius since numerous other structures and parking <br />areas in the downtown area also experience these deficiencies, but that findings could <br />not be made for the 33% reduction in the number of parking spaces required, and that <br /> <br /> 3. 2/22/83 <br /> <br /> <br />
