Zonip~ for Lt~e property ~s R-1-6500 (Single-famil <br />Residential) District <br /> <br />Consider adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 83:76) dated February 17, 1983, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on the appeal and the negative <br />declaration. <br /> <br /> Mr. Vic Lund, appellant, 234 Main Street, stated he is here to make a presentation <br />appealing the decision of the Planning Commission in denying his application for twelve <br />units on 1.6 acres at 306 Neal Street. He stated this is a special site and that the <br />project is very high quality that will be compatible in architectural styles with the <br />surrounding neighborhood, convalescent hospital and veterinain clinic. He stated the <br />housing will fit buyers needs relative to price, style, maintenance, etc. He advised <br />the design would be California heritage theme. <br /> <br /> Mr. Gil Barbee, land planner for the project, stated this is the fifth job since <br />1974 that he has worked on for this particular site. He reviewed the proposed plan, <br />stating there will be twelve units built in a circle in six buildings. He stated the <br />density has been carefully checked and that the standard eight units per acre under <br />the General Plan would allow twelve units plus, and that this is the same density as <br />surrounding property. He stated the buildings have been arranged to be the least ob- <br />strusive to neighbors as possible. He presented an exhibit showing design. He re- <br />viewed the view levels of the existing homes on Del Sol and Entrada, stating the view <br />from balconies on Del Sol clear the roofs of the proposed buildings. Councilmember <br />Brandes asked if any of the units could be lowered. Mr. Barbee advised that some <br />units could be lowered as much as three feet. Mr. Barbee presented a ~nap showing <br />setback lines. He advised the proposed setback will not obstruct the views of sur- <br />rounding neighbors and allow for smaller yards, which is more desirable in this type <br />of housing. Mr. Lund stated that the view from Mr. Tompkins house would not be ob- <br />structed by any building in the project. <br /> <br /> Mr. Ken Gooch, 4466 Black Avenue, designer for the project, presented an exhibit <br />showing design and elevations, and stating the project is top of the line luxury <br />buildings with two car garages, California heritage design, varied facades, roof <br />lines lowered, tile roofs, and other outstanding features that will fit in with the <br />surrounding neighborhood. <br /> <br /> Mr. A1 Dutchover, landscape architect for the project, stated this is a unique <br />site with a park-like setting. He reviewed the landscape plans as well as preserva- <br />tion of trees, and the walkway design. He stated the spa and waterfall equipment would <br />be housed to minimize noise, and that a fence will also be constructed to minimize <br />noise. He stated the common areas will be maintained by the homeowners association, <br />and that there will be an automatic irrigation system, low lighting system, five gal- <br />lon shubbery and fifteen gallon trees, and a manmade creek through the project which <br />will be 3" to a maximum of 14" deep. He emphasized the natural terrain and heritage <br />trees would be preserved as much as possible. <br /> 4. 2/22/83 <br /> <br /> <br />
