273 <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. A1 Mansky, 7430 Pa]m Court, stated he is concerned about safety at the <br /> intersection of West Las Positas and Muirwood. He stated that many children walk <br /> this route and that it is also a bus stop. He asked Council to consider putting a <br /> flagman at this intersection or place a four-way stop at this location. After <br /> discussion, it was moved by Councilmember Mercer, and seconded by Councilmember <br /> Brandes, that Resolution No. 83-49, establishing a four-way stop at West Las Positas <br /> and Muirwood from the commencement of construction to termination of construction of <br /> the West Las Positas overcrossing project, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: None <br /> <br /> Ms. Sue Oleson, 1862 Devoka Way, Livermore, representing the residents of <br /> Pleasanton Gardens, stated that the housing at Pleasanton Gardens was flooded out <br /> on January 23rd and against on January 26th. She stated there had been an excellent <br />~'~ response to this situation from the Red Cross, Police Department and Fire Department. <br />F~- Ms. Oleson asked that a comprehensive study be undertaken by the City to determine <br />[O the reason for the flood conditions and methods to prevent it from happening again. <br />~-~ She also requested financial aid from the City to assist victims of the flood to re- <br /> place the necessities they had lost. Ms. Oleson presented two preliminary studies; <br />~ one completed by Associated Professions Inc., and the other done by Alameda County. <br />~ Ms. Oleson reviewed various reasons for the flood problems and presented a drawing <br /> showing the housing units that sustained the most damage. She suggested the City <br /> enact an ordinance against ho~eowners placing leaves in the street, as this is a <br /> major reason the grates get clogged up, which partially caused the flooding condi- <br /> tions. She stated the culverts under Kottinger, First and Second Streets appear to <br /> be undersized. She advised that from the rains the previous evening that water was <br /> running over the sand bags and onto the driveway. Ms. Oleson requested that the <br /> City authorize the comprehensive study and to use whatever method appropriate to <br /> relieve the flooding conditions at Pleasanton Gardens. <br /> <br /> Councilmember Brandes asked if there had been any damage or danger from large <br /> falling trees. Ms. Oleson stated she was not aware of any falling trees. <br /> <br /> Mr. Dale Harrington, Administrator of Pleasanton Gardens, 251 Kottinger, thanked <br /> Ms. Oleson for her assistance during the storms, and he also commended the residents <br /> of Pleasanton Gardens who were affected by the flood. He asked the City to assist in <br /> whatever way possible to relieve the flooding conditions. He stated that he had per- <br /> sonally cleaned leaves out of the grates in an attempt to allow the water to flow down <br /> the drains. He asked that something be done to reduce this problem. He stated that <br /> in the latest storm the City had removed the grates entirely which had helped. Mr. <br /> Harrington stated that some donations had been received but that additional money is <br /> needed to replace furnishings and clothing of the flood victims. He stated there was <br /> no flood insurance on the housing units. He stated he felt that a comprehensive study <br /> needs to be completed on the entire area, not just Pleasanton Gardens, and a solution <br /> resolving the problems so that flooding will not happen again. Mr. Harrington stated <br /> he would cooperate in whatever way possible to assist in relieving this condition. He <br /> stated he did not feel totally secure with the sand bags. He stated the highest <br /> priority should be placed on life, then property; and stated that maybe the City needs <br /> to reorient its priorities. <br /> <br /> Mayor Butler and Councilmembers thanked Ms. Oleson and Mr. Harrington for their <br /> presentations and for bringing this matter to the attention of the Council. <br /> <br /> Ms. Ethel Shaw, 251 Kottinger, President of Pleasanton Gardens Association, thanked <br /> all the volunteers, Police Department, Firemen, and Red Cross for their assistance dur- <br /> ing the floods.
