275 <br /> <br />County at the entrance to the Quarry, since that was in the City and not under County <br />jurisdiction. The City should, therefore require a flagman at the entrance to the <br />Quarry pursuant to the use permit of the County and the authority vested in the City <br />during the construction of West Las Positas Boulevard. Councilmember Mercer suggested <br />that the speed limit in this area be reduced at 25 MPH during construction periods in <br />an effort to increase safety along the route from the entrance of Moller Quarry to the <br />entrance to West Las Positas, the construction period to begin to last of March or <br />first of April and continue for approximately 35 days. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, that Resolution No. 83-48, requesting the County to require a flagman <br />be utilized at the Moller Quarry entrance on Foothill Road and the speed limit be re- <br />duced to 25 miles per hour in this area as specified. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Butler stated he had been approached by a group interested in forming a <br />sister city program for the City of Pleasanton and would like to get Council's indi- <br />cation of whether or not they are interested in such a program before proceeding <br />further with the project. Mayor Butler stated it appears the group is very active <br />under the leadership of Bob Athenour. He stated he had advised the group that the <br />City would not be desirous of spending time or money relative to such a project. <br />After discussion, Council indicated interest in a sister city program as long as it <br />is sponsored and funded by the citizens group. <br /> <br /> Mayor Butler presented a letter from the Pleasanton Housing Group, Inc., dated <br />February 2, 1983, requesting City participation in order to move forward with an <br />actual housing development to provide affordable housing in the City. Pleasanton <br />Housing Group requested the following preliminary steps be taken: <br /> <br />1. Hire a land planning/architectural consultant to assist PHGI and the City in <br /> determining the optimum location and most feasible type of project, the focus <br /> to be on which portion of the City-owned corporation site would be most desirable. <br /> To the extent permitted by the Catholic Church, evaluation of this site will be <br /> performed as well. A soils engineer and possibly a real estate appraiser will <br /> also be needed. <br /> <br />2. Receive a commitment from the City for PHGI to draw up to $18,000 from the City <br /> Housing Trust Fund on an as-needed basis for predevelopment expenses. These <br /> funds will be used for the consulting services described above. <br /> <br />3.Receive a right of entry onto the corporation yard site from the City in order <br /> for PHGI to coordinate the activities outlined in #1 above. <br /> <br />4. Request the Council to reserve 100 sewer permits for a development to be sponsored <br /> by Pleasanton Housing Group, Inc. <br /> <br /> After consideration Council discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Wood, instructing staff to place this matter on an agenda <br />and to prepare a report regarding the City's role in such a project and various options <br />available relative to leases, restrictions, money, sewer permits, etc. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />CITY COUNCIL COmmITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br /> 4. 2/8/83 <br /> <br /> <br />
