Consider adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 83:32) dated January 18, 1983, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the miti- <br />gated negative declaration. <br /> <br /> Mr. Jack Wong, representing Ponderosa Homes, stated he has worked with staff for <br />the last year to develop this plan and that he concurs with the staff report. Council- <br />member Brandes asked Mr. Wong if he is aware of the condition in the long term agree- <br />ment requiring that a wall replace the fence along Valley Avenue. Mr. Wong stated <br />that a wall will be constructed to city specifications in this area. <br /> <br /> Councilmember Brandes stated he had some concerns regarding the street pattern <br />in this project and asked how much need there is for the street in the middle being <br />there and the required break in the median. He stated that with increased flow of <br />traffic predicted on Valley Avenue he felt another break in a median would impede <br />the flow of traffic. Mr. Wong stated he had no objections to this suggestion but <br />would like to discuss it with his traffic engineers to be sure it would be safe. Mr. <br />Warnick stated that predicted flow figures are needed but he felt the closed off <br />median would improve flow on Valley Avenue, and that roads within the tract should <br />be adequate if the collector street is widened. He recommended this matter be inves- <br />tigated further and the median break issue determined at the time the tentative map <br />is considered. <br /> <br /> Councilmember Brandes asked what the time table would be for the widening of <br />Valley Avenue. Mr. Wong advised that it would be completed all together in a con- <br />tinuous manner, with total completion expected by Fall 1984. <br /> <br /> No one in the audience spoke in opposition to the application or the mitigated <br />negative declaration. <br /> <br /> Mayor Butler declared the public hearing closed on this item. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />Resolution No. 83-29, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for PUD (Planned Unit Development)-High Density Residential zoning and develop- <br />ment plan approval for a 125 lot residential project proposed for approximately 15 <br />acres of land located on the west side of Valley Avenue between Hansen Drive and Via <br />de los Milagros, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Ordinance No. 1070f to be read by title only and waiving further reading thereof, <br />approving the application of Ponderosa Homes, Inc., for PUD (Planned Unit Development)- <br />High Density Residential zoning and development plan approval for a 125 lot residential <br />project proposed for approximately 15 acres of land located on the west side of Valley <br />Avenue between Hansen Drive and Via de los Milagros, zoning for the property being <br />R-1-6500 (Single-family Residential, RM-4 and ~-15 (Multi-family Residential) Dis- <br />tricts, subject to all conditions contained in Planning Commission Resolution No. 2255, <br />and with the condition that the intersection of Valley Avenue and the through street <br />in the middle of the project shall be reviewed at the time of consideration of the <br />tentative map to determine whether or not a median break should be allowed in this <br />location, be introduced. <br /> 3. 1/25/83 <br /> <br /> <br />
