81 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor BUtler <br />NOES: None <br />ABSENT: None <br /> <br />Application of Del Prado Homes to convert to condominium ownership and subdivide 94 <br />existin~ rental dwellin~ units on apRroximately 3.8 acres of land located at the <br />southwest corner of }topyard Road and Golden Road (the apartments surrounding and <br />including those at 5196 Golden Road) under the provisions of Chapter 15, Title II <br />of the Ordinance Code of the City of Pleasanton. Zoning for the property is RM-15 <br />(Multi-family Residential) District <br /> Mr. Harris presented his report (SR 83:38) dated January 20, 1983, regarding <br /> this matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. William Gissler, 1075 Blossom Drive, Santa Clara, representing Del Prado <br />Homes, stated that over the past five months he and other members of his team have <br />been working with city staff in an attempt to convert the Del Prado apartments to <br />condominiums. He stated this project was built in 1972 and needs considerable up- <br />grading as there have been numerous changes to the code since that time. He stated <br />that in every sense Del Prado Homes has complied with the requirements of the code <br />for conversion. He reviewed the parking situation, stating that the two for one <br />parking requirement on site could be met but he strongly felt that off-site parking <br />should be considered in order to preserve the landscaping within the project. He <br />stated that off-site parking along the curb on Hopyard Road could provide the neces- <br />sary 17 parking spaces and would allow preservation of the green area within the <br />project, which he felt was important to the complex. <br /> <br /> Mr. Matthew Conway, 1050 Ralston Avenue, Belmont, representing Del Prado Homes, <br />reviewed the tenant program and implementation of the program. He stated that he <br />had visited with various tenants to explain the program, which he felt met the needs <br />of the tenants. He advised there would be no displacement; that each renter will <br />have a minimum two year lease and under special circumstances this could be extended <br />to five years; handicapped persons would have a seven year lease; and senior citizens <br />could have a ten year lease. Mr. Conway reviewed the purchase plan for the apartments <br />and various discounts that would be given to tenants. He stated that more than 85% <br />of the tenants in the Del Prado apartment project support the condominium conversion. <br />Mr. Conway asked for approval of the application. <br /> <br /> Mr. Franklynn Kennell, 5184 Golden Road, stated he was opposed to the proposed <br />condominium conversion for three reasons: (1) the apartments are not fit for condo- <br />minium conversion because of size, no central heat or air conditioning, only one <br />bath, no garages, inadequate parking,-and no provision for washer and dryer; (2) the <br />offer is not a fair and equitable offer because the prices are not really affordable <br />housing and the discounts allowed for upgrading of the apartments is really just a <br />trade-off; and (3) it would not be in the best interests of the 13% of the tenants <br />who are opposed to the condominium conversion and not in the best interest of the <br />City to remove this amount of rental housing from the housing stock in Pleasanton. <br />Mr. Kennell stated he felt many tenants had signed in support of condominium conver- <br />sion because of apathy. He urged CoUncil to consider this matter further before <br />making a decision. <br /> <br /> Mr. Gissler stated there are many tenants who desire to live and purchase in <br />this project as it is a very desirable place to reside. He stated the project was <br />built in 1972 and that refurbishment is in order, and that this is an excellent <br />opportunity to accomplish this and would be an advantage to the residents and to <br />the community. <br /> <br /> 4. 1/25/83 <br /> <br /> <br />
