Adoption of Resolution No. 83-26, approving the following actions be taken rela- <br /> tive to the Valley Wide Transit Study: (1) review tentative scope of work with <br /> Alameda County, City of Dublin, and BART; (2) prepare a contract with BART for <br /> receipt of ~{TA funds; (3) approve scope of work and BART contract; (4) begin <br /> solicitation of consultant services to conduct study; and (5) submit scope of <br /> work to MTC. <br /> <br />k. Adoption of Resolution No. 83-27, approving application of Chang Su-O Lin for <br /> an extension of tentative tract approval to subdivide a 26.4+ acre parcel into <br /> 86 lots, located between Mohr Avenue and the Southern Pacific Railroad tracks, <br /> south of the Arroyo Mocho, subject to all conditions of Planning Commission <br /> Resolution No. 2262, for a period of one year from March 10, 1983 to March 10, <br /> 1984. Councilmember Mercer voted NO on this item. <br /> <br />1. Adoption of Resolution No. 83-28, approving Claims for the month of December, <br /> 1982, in the amount of $1,191,490.24. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: Councilmember Mercer voted NO on item 4k <br />ABSENT: None <br />ABSTAINED:Councilmember Wood abstained on item 4a <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Brandes requested staff to take whatever action necessary to <br />require better drainage systems on property being improved. Mr. Warnick advised <br />that adequate drainage systems are required on all new improvement plans. <br /> <br /> Councilmember Brandes asked whether or not it would be prudent to require that <br />plastic pipes in housing be wrapped to reduce noise. Mr. Warnick stated he could <br />investigate this matter, however, building codes are prescribed by state law and <br />can only be changed in the case of unique local circumstances. He was not sure if <br />this could be considered separately. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Gerald S. Dzakowic, Chairman of the Zone 7 Board of Directors, stated he <br />would like to set the record straight that Zone 7 water rates have nothing to do <br />with the water rate increase proposed by staff (item 8e on the agenda). He re- <br />viewed the rate increases of Zone 7 since 1979, stating the most recent increase <br />would not affect Pleasanton water rates. <br /> <br /> Mr. Curt Altschul, representing Citizens for Balanced Growth, asked if Council <br />is going to address the topic of regional impacts relative to growth in the Valley <br />with other agencies of the Valley. Council made no response to Mr. Altschul's ques- <br />tion. <br /> <br />PUBLIC HEARINGS <br />Application of Ponderosa Homes, Inc., for PUD (Planned Unit Development)-High Density <br />Residential zonin8 and development plan approval for a 125 lot residential project <br />proposed for approximately 15 acres of land located on the west side of Valley Avenue <br />between Hansen Drive and Via de los Milagros.
