Report on April 19th Referendum Election <br /> Mr. Miller presented his report (SR 83:37) dated January 19, 1983, regarding <br /> this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br /> that Resolution No. 83-34, authorizing the Alameda County Registrar of Voters to <br /> perform those election activities for the April 19, 1983 special election as speci- <br /> fied by the city manager, at an approximate cost of $15,500, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Downtown Revitalization Report <br /> Mayor Butler presented the report of the City Manager (SR 83:35) dated January <br /> 19, 1983, regarding this matter. <br /> <br /> Mr. Martin Inderbitzen, 4102 Fairlands Drive, representing the Pleasanton <br />Chamber of Commerce, stated he had met with the City Manager in the preparation <br />of this report and he totally supports the report. He asked for City Council <br />commitment to the report, and possibly allocating funds to achieve the goals for <br />the downtown area. <br /> <br /> Mayor Butler commended the Chamber of Commerce and Martin Inderbitzen for their <br />activity in the downtown revitalization plan. Councilmember Mercer requested that <br />cost estimates be presented relative to capital improvement projects, design and <br />parking and traffic programs. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />to set the revitalization and preservation of the downtown as a high priority and <br />instructed staff to work with the Chamber of Commerce to achieve the goals for <br />the downtown improvements. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> There were no matters for the information of the Council presented at this <br />meeting. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Introduction of Ordinance Allowing Rent Increases after Condominium Conversion in <br />specified circumstances <br /> Mr. Swift presented his report (SR 83:29) dated January 19, 1983, regarding <br />this matter. He advised this draft ordinance is being presented at the request <br />of Mr. Fish due to the long time it has taken him to sell his condominiums and his <br />belief that a cost of living index rent increase should be allowable. <br /> <br /> Mr. Harry Fish, 743 Camino Ricardo, Moraga, stated that condominium conversion <br />is not only subject to delays that can result from the permit process but also in <br />the market. tte stated that costs continue to rise and he needs the rent increase <br />allowance in order to adjust to increased costs. <br /> <br /> Council discussion ensued regarding the purposes of the provision that rent <br />increases would not be allowed after conversion approval. Council further discussed <br />potential abuses of the "85% voluntary" exemption if, in fact, the time period between <br />conversion approval and actual sale becomes lengthy, particularly with respect to the <br />sales price of the units. <br /> 11. 1/25/83 <br /> <br /> <br />
