159 <br /> <br />PUBLIC HEARINGS <br />PUD-84-16, Application of Savco Construction Company for PUD (Planned Unit Develop- <br />ment) zoning and develomment plan approval to construct a two-story 40-unit apartment <br />complex on the amproximately 2.5 acre parcel located on the east side of Monaco Drive <br />north of the offices located at 44-90 Mission Drive. Zoning for the mroDerty is FUD <br />(Planned Unit Development)-Commercial and Offices District <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Harris presented his report (SR 84:653) dated December 11, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the mitigated <br />negative declaration. <br /> <br /> Mr. Martin inderbitzen, 62 W. Neal Street, representing the applicant, stated that <br />there was a correction in the item title - it is PUD-High Density Residential, not com- <br />mercia! and offices as stated in the agenda. He stated that there have been a number <br />of meetings with homeowners and neighbors in the area to try to alleviate their con- <br />cerns. He ~advised the plans has been changed to increase the number of parking spaces, <br />redirected traffic ~o Dolores Street, and they are currently working with staff regard- <br />ing an access road and composition roofing. He presented a sample of the roofing to <br />Councilmembers. <br /> <br /> Councilmember Wood inquired about the mitigated negative declaration on noise im- <br />pact. Mr. Inderbitzen stated there is a condition of approval regarding the noise <br />impac~ that will be met without problem. <br /> <br /> Councilmember Mohr stated that she appreciated the time spent with the neighbors <br />and feels the developer is dealing very fairly with the homeovmers regarding this issue. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br />Resolution No. 84-625, determining on the basis of a review of initial environmental <br />study done for this project, that it would have a significant adverse effect on the <br />environment but that recommended conditions of approval would reduce this impact to <br />an insignificant level and that a mitigated negative declaration is appropriate in <br />connection with the application of Savco Construction Company for PUD (Planned Unit <br />Development) zoning and development plan approval to construct a two-story, 40-unit <br />apartment complex on the approximately 2.5 acre parcel located on the east side of <br />Monaco Drive, north of the offices located at 44-90 Mission Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Butler, that <br />Ordinance No. 1172, to be read by title only and waiving further reading thereof, <br />approving PUP-84-16, application of Savco Construction Company ~or PUD (Planned Unit <br />Development) zoning and development plan approval to construct a two-story, 40-unit <br />apartment complex on the approximately 2.5 acre parcel located on the east side of <br />Monaco Drive, north of the offices located at 44-90 Mission Drive, subject to all <br />conditions contained in Planning Commission Resolution No. 2570, and clarifying that <br />Council will reeuire the 40% compact parking, be introduced. <br /> <br /> 4. 12/11/84 <br /> <br /> <br />
