115 <br /> <br />Mr. Jim Gallegus, 614 Abbie Court, representing his neighbors, stated they are <br />generally opposed to the proposed development, He presented two petitions as follows: <br /> <br /> "As members of the Olde Towne HomeOwners Association we hereby express our dis- <br /> approval with the proposed development by Kenneth Chin for a 5 unit residential <br /> development on the approximate 9/10 acre site, located on the north side of Abbie <br /> Street between the Olde Towne Development and the residences on the East side of <br /> Whiting Street. <br /> <br /> "We feel that the proposed development is not consistent with the existing density <br /> plans for our area. <br /> <br /> "We feel that the rezoning will encourage other developers ~o further overpopulate <br /> the remaining open parcels in our area as well as encourage those homeowners on <br /> lower Abbie to consider selling their parcels to developers for redevelopment. <br /> <br /> "We feel that this increased density will further burden the existing park and <br /> recreation facilities between Abbie and Bernal Streets. <br /> <br /> "We strongly request our most recently re-elected city officials to prevent such <br /> obvious misrepresentation of the General Plan and Planned Unit Development (PUD) <br /> as it relates to PLEASANTON, THE CITY OF PLANNED PROGRESS." <br /> <br />This petition was signed by 82 residents. <br /> <br /> "As united residents of HARRIS ACRES and surrounding areas we hereby express our <br /> disapproval of the proposed development on the lot adjacent to Abbie Street and <br /> Whiting (Behind the Olde Towne development). <br /> <br /> "We feel that the development of 5 single family residence homes and the proposed <br /> street on .9 acres of land does not fit with the existing density plans or design <br /> of our neighborhood. (BIG CONCERN-Increased traffic hazard. Efficiency of <br /> EMERGENCY VEHICLES on narrow dead end street.) The rezoning is entirely con- <br /> trary to the wishes of the undersigned. We strongly oppose the Plan and demand <br /> that all action be stopped on this proposal and that the city planners conform <br /> to the wishes of the entire neighborhood." <br /> <br />This petition was signed by 74 residents. <br /> <br /> Mr. Gallegus stated he was not notified of this hearing even though ~s residence <br />is adjacent to the proposed development. He stated he felt the developer, Mr. Chin, <br />is not a responsible developer and does not attend meetings regarding his proposed <br />project, nor does he meet with neighbors to discuss their concerns. He stated the <br />Negative Declaration is inadequate relative to traffic, noise, emergency access, and <br />aesthetic impacts, and he felt that an Environmental Impact Report should be required. <br />He urged denial of the proposed application because of lack of proper notification to <br />affected residents, the negative declaration is grossly understated and inadequate, <br />Planning Commission unconcern regarding surrounding neighborhood, and inconsistency <br />with the general plan. <br /> <br /> Mr. Lyle Bartch, 543 E. Angela Street, stated he had looked a long time to find <br />a home with a view, and that the proposed project would completely block his view, <br />he would have no privacy, and the value of his house would depreciate greatly. He <br />strongly opposed this development. <br /> <br /> Mr. Ray Kaupp, 435 Abbie Street, stated he did not see how anyone could build on <br />this piece of land because of its size and terrain. He suggested this parcel be made <br />a park. He opposed the proposed development. <br /> <br /> 6. 11/13/84 <br /> <br /> <br />
