Adoption of Resolution No. 84-578, approving the Contract for Consultant Services <br /> with Camp, Dresser & McKee for design and construction services for New Bonde Zone <br /> Reservoir; authorizing execution of the contract by the appropriate city officials; <br /> and appropriating $110,000 for the design fees contained in the contract for a <br /> Water System Capital Improvement Project. <br /> <br />m. Adoption of Resolution No. 84-579, declaring 144 sq. ft. of right-of-way on Hopyard <br /> Road as surplus property, and directing staff to begin disposition procedures. <br /> <br />n. Adoption of Resolution No. 84-580, acceptance of Grant Deed from Amaral Family for <br /> Peters Avenue park site; authorizing the City Manager to execute the Certificate <br /> of Acceptance; and authorizing said deed to be recorded with the Alameda County <br /> Recorder. <br /> <br />o. Adoption of Resolution No. 84-581, denying the claim of Frances Dorsey in the sum <br /> of $250,000 for personal injuries incurred when she tripped and fell near 5375 <br /> Black Avenue; and referring the matter to the City Attorney for further handling. <br /> <br />p. Adoption of Resolution No. 84-582, denying the claim of Pedar Jacobson for alleged <br /> false arrest in its entirety. <br /> <br />q. Adoption of Resolution No. 84-583, approving one school crossing guard position and <br /> amending the Police Department budget in the amount of $5,500 for this additional <br /> crossing guard position. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: Councilmember Wood on 4e <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Wood requested staff to investigate the drainage problem in Kottinger <br />Heights extending to Bernal Avenue; sidewalk repair at 5248 Northway Road; and the street <br />and curb repair at 5293 Northway Road. Mr. Warnick advised that the problems on Northway <br />Road are being taken care of and that he will investigate the drainage problem in Kot- <br />tinget Heights. <br /> <br /> Councilmember Wood requested the City Manager to enlarge the range for job classifi- <br />cations for City employees to allow salary increases for those using special skills, i.e., <br />swat team and motorcycle patrolmen, to be considered at budget sessions. <br /> <br /> Councilmember Wood requested that consideration be given to allowing eight foot high <br />fences in side and rear yards of residences, to allow for more privacy and noise mitiga- <br />tion. <br /> <br /> Councilmember Mohr stated that since Councilmember election date has been changed <br />to November of even numbered years, she felt that reorganization of the Council should <br />be changed to coincide with that date, rather than continue with the April date for <br />reorganization. After discussion, it was moved by Councilmember Butler, and seconded <br />by Councilmember Brandes, that Resolution No. 84-584, establishing reorganization of <br />the City Council at the second meeting of November each year; and extending the present <br />terms of Mayor Kenneth R. Mercer and Vice Mayor Frank C.
