26S 243 <br /> <br /> 1. That this general plan amendment is for the purpose of reconfiguring the general <br /> plan land use designations of the approximately 62 acre site located at the north- <br /> " west corner of West Las Positas Boulevard and Santa Rita Road as shown on the site <br /> map Exhibit B for case GP-84-13 on file with the Planning Department and is for <br /> the purpose of locating a thoroughfare street as shown on the same site map. <br /> <br /> 2. That the developer enter into an agreement with the City to enter into an assess- <br /> ment district or districts for the construction of all of the facilities necessary <br /> for the~amelioration of traffic congestion caused by ~evelopment of the subject <br /> property. These facilities may be those discussed in the North Pleasanton Traffic <br /> Studies, or other facilities deemed necessary by the City. The agreement shall be <br /> entered into prior to the approval of zoning on the subject property. <br />~ 3. That prior to the approval of rezoning of the subject property, the developer shall <br />~ fund (or participate in the funding of) a comprehensive water study of the north <br />~ Pleasanton area to identify short and long-term improvements necessary to achieve <br /> adequate water supply and pressure. In order to achieve timely completion of such <br />~J improvements concurrent with the development of the subject site, the developer <br />~ shall enter into an agreement to pay his appropriate share of the cost of the water <br />~ facilities necessary to serve the subject property or made necessary due to the <br /> cumulative development of the north Pleasanton area. Improvements may be made via <br /> reimbursement agreements, assessment districts or benefit districts as best meets <br /> the needs of the City and developer. The method of implementation shall be decided <br /> and entered into when determined necessary by the City Engineer and/or the City <br /> Attorney. <br /> <br /> _ 4. That in order to maintain existing levels of fire service per general plan policies, <br /> the developer shall enter into an agreement to fund or participate in the funding <br /> of a study of fire service requirements necessitated by the subject project and <br /> other proposed major commercial/industrial projects; that the project shall be con- <br /> structed in such a way as to minimize the fire hazards; and that the developer shall <br /> agree to participate in the financing of the necessary fire apparatus and manpower <br /> required to serve this project as well as other mutual projects while maintaining <br /> existing city-wide levels of fire service. The level of any participation in the <br /> latter shall take into consideration the project's contribution towards City ser- <br /> vices generally, including fire services. The agreement shall be entered into prior <br /> to the approval of zoning on the subject property. <br /> <br /> 5. That the developer file and process a minor subdivision application for a tentative <br /> parcel map or a tentative tract map application to effect the reconfiguration of <br /> the parcels. <br /> <br /> 6. That the developer secure approval from the Planning Director for all proposed <br /> street names prior to submittal of the tentative map. <br /> <br /> 7. That prior to the submittal of a tentative map, the developer shall submit a <br /> traffic study prepared by a registered traffic engineer, approved by the City, <br /> which analyzes the potential problem s and recommends mitigation measures con- <br /> cerning the location of the intersection of the proposed "thoroughfare" with West <br /> Las Positas Boulevard. This study shall include, but is not limited to: the <br /> signalization of the intersection; the construction of an opening to the frontage <br /> road serving Tracts 3232 and 3290 opposite the proposed "thoroughfare"; the proposed <br /> treatment of the existing opening at Crow Court; and the location of the main en- <br /> trance to the proposed hospital site. <br /> <br /> 8. That the developer be responsible for the design and construction of all required <br /> public improvements for the proposed "thoroughfare" and "collector street" within <br /> the development, including the bridge crossing of Tassajara Creek. <br /> <br /> 12. 10/16/84 <br /> <br /> <br />
