245 <br /> <br />on an eight acre option for one year, and he felt this is a big change in the intent <br />of the original general plan. It was not something that the General Plan Review <br />specifically focu~on but it was their recommendation that that land be held for hospital. <br /> Councilmember Brandes stated he is not concerned about the PUD condition at <br />this time, as the situation has changed since approval of the original application. <br />He stated he had requested the original change because it was uncertain then as to <br />which medidal organization would be developing in the Valley or how much land would <br />be needed. He stated that matter has been clearly identified now, the size is appro- <br />priate for the proposed medical facility, and this warrants removal of the condition. <br /> <br /> Mr. Innes stated he is concerned about the size of the outlying area and acreage <br />required for support services. He added he did not feel the City should sacrifice <br />land by cutting it down too much. <br /> <br /> Mr. Greg Doherty, Chairman of the Planning Commission, stated that this item was <br />before Planning Commission at their last meeting, at which time the President of the <br />Board of Directors for the Hospital stated they would probably not have need for addi- <br />tional land. However, Planning Commission felt there should be an option on the <br />surrounding land for a period of time (12 months) in the event it would be needed for <br />support services for the hospital. He stated that Planning Commission did not discuss <br />the concerns voiced by Mrs. Mayhew and Mr. Innes; they only looked at a trade off of <br />land. <br /> <br /> Mr. Joe Callahan, Callaban Pentz Properties, stated the application is only for a <br />reconfiguration of existing zoning. He stated it would be unreasonable to restruct <br />the use of his parcel based upon whether the neighboring property developed. He ad- <br />vised that with all the information available at this time it is possible the General <br />Plan Review Committee would not have recommended residential use of this land because <br />of certain adverse environmental factors. He stated he has requested removal of <br />Condition No. 3, but agrees to the other conditions, including water and fire assess- <br />ment districts, and that Hospital Board Members concur. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood~ that <br />Resolution No. 84-523, determining on the basis of a review of initial environmental <br />study done for this project, it would have a significant adverse effect on the environ- <br />ment but that recommended conditions of approval would reduce this impact to an insig- <br />nificant level and that a mitigated negative declaration is appropriate in connection <br />with GP-84-13 and PUD-84-14, application of Callahan Pentz Properties and Valley Memo- <br />rial Hospital for an amendment to the Land Use and Circulation Element of the General <br />Plan to reconfigure the land use designation and for PUD rezoning to reconfigure the <br />zoning of the approximately 62 acre site located at the northwest corner of Santa Rita <br />Road and West Las Positas Boulevard, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Butler, that Resolution No. 84-527, approving GP-84-13, application of Callahan <br />Pentz Properties and Valley Memorial Hospital for an amendment to the Land Use and <br />Circulation Element of the General Plan to reconfigure the land use designation' of <br />the approximately 62 acre site located at the northwest corner of Santa Rita Road and <br />West Las Positas Boulevard and to show a northwest/southeast trending thoroughare in <br />that area, subject to the following conditions: <br /> <br /> ll. 10/16/84 <br /> <br /> <br />
