Ms. Beverly Ball, 7510 Homewood Court, thanked Council for their support of the <br /> transportation program for senior citizens. She stated this service is greatly <br /> appreciated by the many senior citizens in Pleasanton who use this service. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Approval of the Master Plan for the City Owned 37 Acre Parcel of Land on Sunol <br /> Boulevard - Including the Proposed 200 Unit Senior Citizen Housing Project <br /> Mr. Walker presented his report (SR 84:479) dated September 5,198h, regarding <br /> this matter. <br /> <br /> Mayor Mercer opened the meeting to public input relative to this item. <br /> <br /> Mr. Tim Trusdale, representing Eden Housing, stated he has reviewed the staff <br /> report and wholeheartedly concurs with it. He stated this project has been delayed <br /> because of consideration of the proposed excursion railroad line, which if approved <br /> would cause further delay and redesign of the senior citizen project. He requested <br /> Council to move ahead with approval of the master plan for the Corporation Yard pro- <br /> perty, as presented in the staff report. <br /> <br /> Mayor Mercer asked if sale of the piece of property fronting on Sunol Boulevard <br /> would impact the senior citizen project. Mr. Tursdale stated that it would not <br /> affect the project. <br /> <br /> Councilmember Mohr asked if the 200 unit number could be increased in order to <br />'provide more housin~ in this project. Mr. Trusdale stated the number of units could <br /> be increased without any adverse impact on the other amenities of the project, and <br /> still provide the lifestyle unique to residents of Pleasanton. <br /> <br /> Mr. Mike McQuaid, 2468 Via de los Milagros, President of the Pacific Locomotive <br /> Association, presented a written communication from the Pacific Locomotive Associa- <br /> tion concerning establishment of a terminal near Bernal Avenue in Pleasanton that <br /> would be used as one end of a historic steam-powered railroad operation between <br /> Pleasanton and the Niles District of Fremont. He stated they would like to come as <br /> close to downtown Pleasanton as possible, advising that access is important, He <br /> stated the project would provide part time and full time employment for Pleasanton <br /> residents. He stated he felt the project would be compatible to the senior citizens <br /> project. He advised that East Bay Regional Park District is acquiring the involved <br /> right-of-way from Southern Pacific in hopes of developing a multi-use trail system <br /> that would link a number of their facilities, and that further discussion concerning <br /> that right-of-way should be with them. Mr. McQuaid stated that it is the intent of <br /> the Pacific Locomotive Association to act as concessionaire, but they do not have <br /> any written agreement at this time. <br /> <br /> Ms. Ilene Weinreb, representing the Bay Area Council, stated this group supports <br /> the plan proposed by staff. She stated that an intermediate care facility is appro- <br /> priate, and that higher density is needed and is appropriate for this downtown area. <br /> She commended staff and Council on this proposed project and urged Council to adopt <br /> the master plan for the entire Corporation Yard. <br /> <br /> Mrs. B. Fox, 863 Bonita, stated that many senior citizens are here tonight be- <br /> cause they think that an excursion railroad going through the senior citizens complex <br /> is inappropriate. <br /> <br /> Mr. Bill Herlihy, 816 Abbie Street, stated this issue is important for Pleasanton <br /> and its senior citizens. He presented photos of the railroad station in Port Richmond. <br /> He spoke in favor of the master plan for the Corporation Yard and the senior citizen <br /> project. He stated that funds could be obtained from sale of surplus city property. <br /> He reviewed the housing needs, and the need for adequate park and open space, community <br /> center, multi-family housing, and intermediate care facility.
