SPECIAL REPORTS <br />Transmittal of Chamber of Commerce Proposed Modifications to Present Downtown Circula- <br />tion Plan <br /> Mr. Ben Fernandez, representing the Chamber of Commerce, presented five proposed <br />modifications to the present downtown traffic circulation plan, as follows: (1) con- <br />struction of a vehicular underpass on Santa Rita Road at the Western Pacific crossing; <br />(2) realignment of First Street to utilize the present Southern Pacific right-of-way, <br />so that east-west traffic is directed on the new street and the existing First Street <br />becomes a frontage road; (3) Main Street be diverted in a westerly direction to inter- <br />sect with new Bernal Street near the School District office; (4) realignment of Ray <br />Street to a four-way intersection and completion of Ray Street to Peters Avenue, with <br />a concurrent closing of St. John Street; and (5) realignment of Old Berna! and Abbie <br />Streets into a four-way intersection. Mr. Fernandez stated these are recommendations <br />that the Chamber would like Council to consider; the first three recommendations are <br />associated with the Southern Pacific and should be considered ahead of the last two <br />recommendations. He added that feasibility and cost estimates have not been considered <br />in this study. <br /> <br /> Council comp!imented the Chamber of Commerce for this input. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, instruct- <br />ing staff to review the proposed modifications to the Doomtown Circulation Plan; to meet <br />with representatives of the Chamber of Commerce to discuss the proposed modifications; <br />and to prepare a report to the City Council recommending specific action to be taken by <br />Council regarding this matter. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Board of Adjustment, Design Review Boar~ and Plannin.~ Commis- <br />sion at their meeting of July 11~ 1984 <br /> Mr. Harris presented his report (SR 84:379) dated July 13, 1984, regarding this <br />matter, for the information of the Council. No action was required or taken by Council <br />on this item. <br /> <br />REPORTS OF THE CITY MANAGER <br />Preliminary Study of Pedestrian Access to Foothill High School <br /> Mr. Warnick presented his report (SR 84:386) dated July 24, 1984, regarding this <br />matter. <br /> <br /> Mr. Roger Dabney, representing the School District, stated that there is a minimum <br />of 10-15 students who use the culvert as a passageway, and up to 100 students in warm <br />weather. <br /> <br /> Ms. Car!a Bruen, 6731 Via San Blas, stated that access is needed from the Del Prado <br />area to Foothill High School. She stated she has reviewed the staff report and favors <br />Alternate B of the report as the best method to provide pedestrian access to Foothill <br />High School. She added that the need will be even greater with the increase of new <br />homes in the Del Prado area. She thanked Council and staff for their concern regard- <br />ing this matter. <br /> <br /> Mr. Gary Geis, 2790 Corte San Blas, stated that Del Prado children should be given <br />first priority for education and that no cost should be spared to insure their ~afety <br />to and from school. He stated he supports Alternative B of the staff report. <br /> <br /> Ms. Trudy Fox, 364S Virgin Island Court, read a letter from her daughter Carol Fox, <br />in support of Alternative B, and stating that safety of children in the Del Prado area <br />should be a No. 1 priority. <br /> 9. 7/24/84 <br /> <br /> <br />
