Ms. Karen Fraser-Middleton, Transportation Manager for Hacienda Business Park, <br />presented results from the recent transportation system management survey, stating <br />that more employees are carpooling than before. <br /> <br /> Ms. Trudy Fox, 3645 Virgin Island Court, stated that she vanpools to San Francisco, <br />and feels that regular 40 hour weeks, 8:00 A.M. to 5:00 P.M., will work out better than <br />staggered hours. <br /> <br /> Mr. John Innes, Pleasanton Planning Commissioner, stated that the Planning Commis- <br />sion has some concerns regarding the traffic study that were not reflected in the <br />Minutes. He stated that TJKM is making a lot of assumptions that could be deadly <br />later on. He stated that Mr. Kinze! had made a major change in distribution. He <br />stated the last set of projects to be approved showed the intersection at Hopyard and <br />Stoneridge at 86%, 4 points below level E. The number of car trips has increased by <br />18 miles of cars, and Mr. Kinzel has reduced the intersection by 1 point, which con- <br />cerns the Planning Commission. He stated that Mr. Kinzel has made assumptions rela- <br />tive to the transportation system management survey, as well as peak time traffic. He <br />stated the assumption is also made that Stoneridge would be extended over to Santa Rita <br />Road, although there are no formal plans submitted or approved for such a project. Mr. <br />Innes stated that it was accepted by a 3-0 vote at Planning Commission that they in- <br />struct staff to negotiate with all traffic consultants and agree on a set of assump- <br />tions not to be changed. He stated he did not think the City at this time can afford <br />any assumptions to be changed without complete indepth studies by staff and approved <br />by Planning Commission and City Council. <br /> <br /> Mr. Kinzel stated that from the standpoint of TJKM, their are in concurrence with <br />the recommendation of Planning Commission for staff to establish assumptions to be <br />used by all traffic consultants. He stated he did not agree that TJKM is making <br />deadly assumptions. The fact that they are monitoring traffic would indicate that <br />this, in place with standardized assumptions, would allow the City to recover from <br />any wrong assumptions and make changes. <br /> <br /> Mr. Warren Sattler, representing Prudential Insurance Company, presented design <br />of the building, and stated he concurred with the staff report and conditions. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, that <br />Resolution No. 84-375, approving PUD-81-30-14D, application of Prudential Insurance <br />Company for design review of a 65,000 sq. ft. office/industrial building proposed to <br />be constructed on the approximately 4.75 acre parcel located on the west side of <br />Willow Road opposite Gibraltar Drive, subject to the following conditions: (1) that <br />the development be substantially as shown on the site plan, elevations, floor plan <br />and landscape plan, Exhibit A, on file with the Planning Department; (2) that approval <br />of case PUD-8!-30-14D is subject to all conditions of approval of case MS-82-13, <br />approving parcel map number 3858; (3) that the development shall be subject to all <br />conditions of approval of Ordinance No. 1109 reapproving Hacienda Business Park; and <br />(4) that this development is subject to all Standard Conditions of Development and <br />made part of this case by reference except conditions 12~ 29, 33, 85, 36, 46, and 49, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> 6. 7/24/84 <br /> <br /> <br />
