of the wall that is on City right-of-way, for further review by City staff. <br /> <br /> Mr. Duncan Matteson, developer of Valley Plaza Villages, stated it has come to his <br />attention that an adjacent neighbor had appeared at the last City Council meeting and <br />made comments regarding this development. He advised that the neighbor had seen the <br />preliminary plans originally submitted to Planning Commission but not the final plans <br />approved by City Council. He stated that his project manager had met with the neigh- <br />bor to discuss the current plan, which had subsequently been modified. He stated the <br />neighbor had quoted the project manager as saying he would not want to live in this <br />project; Mr. Matteson advised that his project manager did not say this. He stated <br />he is very proud of the project, that it has high quality items. He stated he is <br />sympathetic to the neighbor's concerns regarding dust and construction traffic. He <br />advised that the major problem was with PG&E's subcontractors. He stated that trucks <br />are now using another road to the project, and that the project is being watered <br />three times a day. He stated the project is being built according to plans and con- <br />ditions established by City Council. He concluded by stating he is very proud of the <br />project and that it will provide needed affordable housing for the City. <br /> <br /> Mr. Richard Rebholz, 1951 Foxswallow Circle, stated the plans being used by Valley <br />Plaza Villages are not the ones approved by City Council. He stated the project has <br />been moved 14 feet closer to his property line, and there is a stairway that was not <br />in the original plans approved by Council. He advised that cement trucks have been <br />using his street the past two days. He. stated the project director, after being at <br />Mr. Rebholz' house, stated he would not 'like this project in his back yard. Mr. Reb- <br />holz stated he opposed the low income family units in this project, as he felt they <br />would not be prooerly maintained. He also stated that construction workers started <br />work at 6:30 A.M. on Saturdays, which disturbed his sleep. Mr. Rebholz stated he <br />would like answers to all the questions he asked at the previous City Council meeting. <br />Staff was instructed to write a letter to Mr. Rebholz regarding his concerns. Mr. <br />Rebholz asked when the soundwall on Valley Avenue would be constructed and ~ould it <br />be water-proofed. Mr. Warnick advised the soundwall would be startedon August 6th, <br />with completion expected around mid-September. <br /> <br />PUBLIC HEARINGS <br />PUD-81-30-14D, Application of Prudential Insurance Company for design review of a <br />65,000 sq. ft. office/industrial building proposed to be constructedon the approxi- <br />mately 4.75 acre parcel located on the west side of Willow Road opposite Gibraltar <br />Drive. The property is zoned PUD (Planned Unit Development)-Industrial Commercial <br />and Offices District <br /> Mr. Harris presented his report (SR 84:395) dated July 18, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Chris Kinzel, TJKM, traffic engineer, presented background information regard- <br />ing traffic studies conducted for Hacienda Business Park. He presented slides and <br />elaborated regarding the following subjects: five steps in a typical traffic study; <br />existing levels of service as of November 1983; land uses included in study; how each <br />use was examined in peak hours; planned improvements by 1986; transportation system <br />management assumptions by 1986; traffic distribution assumptions; results of 6-14-84 <br />study and expected new assumptions with the completion of West Last Positas, extension <br />of Valley to Bernal, and widening of Stoneridge; key requirements in North Pleasanton <br />(4 interchanges); conceptual volume-capacity-time relationships in North Pleasanton; <br />possible future signal locations (100); and proposed monitoring locations. He stated <br />these are assumptions that will be monitored and changed as traffic patterns change. <br /> <br /> Mr. A1 Gallardo, representing Bissell and Karn, reviewed the status of projects <br />with Caltrans, which has a key role in meeting Pleasanton needs.
