Mr. Rebholz stated that three real estate brokers told him <br />he has lost 830,000 to $45,000 on the value of his house because of this situation. <br />He indicated he complained about the dust, that staff told him something would be <br />done about it, but action was never taken. He stated his pool sweep and filter must <br />be on 8-12 hours a day and an acid wash is needed. He presented pictures to Council <br />of the situation behind him. Mayor Mercer stated that if a report on this matter <br />could be ready by next Council Meeting or before perhaps a letter could be drafted <br />to Mr. Rebholz concerning the part of the plan that covered visibility into his <br />back yard. <br /> <br /> Mr. Drew Hughes, 6311 Shorewood Court, stated he is a concerned citizen for the <br />Donlon School. He distributed copies to the Council of a prepared statement refer- <br />ring to vandalism that has occurred at the Donlon Elementary School. He stated that <br />most of the damage has occurred between 4:00 P.M., and midnight seven days a week. <br />He stated Council support is needed, they would like to have the Police Department <br />make a random check of the campus. When citizens to call in noting problems on the <br />campus, Mr. Hughes asked that a response be made as quickly as possible. <br /> <br /> Ms. Carolyn Prevo, Teaching Staff Representative, spoke on the matter of fires, <br />broken glass, smoking, and vandalism having been a problem for many years at Donlon <br />School. He indicated that many incidents happen right outside her classroom, how- <br />ever, she does not take any action because she is scared to death of the kids. She <br />suggested that the school needs to be patrolled more. She stated it is a difficult <br />school to patrol, having a huge lot with three buildings with many nooks and being <br />located at least one half block away f~om the street. The children can see the <br />police as they turn into the driveway. She felt the police should be more visible <br />on Dorman Road. <br /> <br /> Ms. Caro!3~ Jennings, neighborhood representative, spoke to the Council about this <br />matter. She indicated confusing responses from the police department has caused her <br />real concern. She stated the initial investigation into the arson was handled by a <br />detective who was very helpful. She stated she called the police department to get <br />some general responses about what could be done to make it more accessible for the <br />police to catch these children. A police department detective called her back, and <br />after discussing her reasons for calling, he proceeded to lecture her on community <br />involvement, to patrol the school by walk thrus, observing behavior, calling the <br />police, make citizens arrest, be very concerned, have an activist group, and that he <br />would be glad to come and to speak to them and give them some pointers. She stated <br />the detective indicated that they do not consider these things top priority. She <br />asked what were the police department response times on emergencies and non-emergen- <br />cies. The detective answered that on emergencies response time was 3.6 minutes and <br />on non-emergencies it was 6 minutes. She stated that she personally was aware that <br />two night ago several people had called the police department and no one had shown <br />up in twenty minutes. She asked if the school could be posted as "no trespassing <br />after dark", or "unless accompanied by an adult". The police detective became very <br />upset telling her it was not a very intelligent thing to say because they would not <br />be able to police that. She felt the detective does not'have a good rapport with <br />the public. She feels that as a citizen she deserves a certain amount of respect <br />from the police department which she does not feel she got in this conversation. <br />At the end of the conversation the police officer finally agreed to patrol around <br />the school for a one week period, which ended last Friday, in conjunction with the <br />district having a temporary security guard on and off the campus at irregular hours <br />to see if that would help. Patrol was increased and it has helped to a certain de- <br />gree. She stated they would like something swift and sure and with consequences to <br />be done. The detective asked Mrs. Jennings to call him after the week was up. DuPing <br />this conversation the police detective told her she has a personality problem, that <br />he had never had communication problems with anyone before. She asked him to check <br />response time during the last three to four weeks. He indicated he could not do that <br /> <br /> 4. 7/10/84 <br /> <br /> <br />
