He stated that other homes in the Northway Downs project on Valley Avenue are
C~ having a soundwall installed behind their homes, and he felt he should be entitled
to this improvement also.

Ms. Sharon Anderson, 2510 Secretariat Court, adjoining resident of Mr. Williams,
stated she felt these two unit should have the soundwall extended to include their
properties.

Mr. Warnick advised that the proposed soundwall is for Valley Avenue only, and
that any additional soundwall in the area is not included in the long term agreement
and is not an obligation of the developer. He added that at this time the City has
no plans to extend the soundwall.

Council directed staff to investigate the need for and funding options for a
soundwall for these two properties.

After discussion, it was moved by Councilmember Brandes, and seconded by Council-
member Butler, that Resolution No. 84-330, approving plans and improvement agreement
for Valley Avenue soundwall and improvements - Morrison Homes, and authorizing execu-
tion of the agreement by the appropriate city officials, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

Award of Contract for Railroad Consolidation Project No. 84-7
(Contd. from 6-12-84)
Mr. Warnick Dresented his report (SR 84:335) dated June 20, 1984, regarding this
matter.

Mr. Don Redgwick, representing Redgwick Construction Company, one of the bidders
for this project, protested the bid process. He stated that there were many errors
in the bids. He reviewed the figures of each bidder, stating that at one time he was
the low bidder, 2nd, 3rd, and 4th bidder, because of mistakes in compilation of the
figures. He stated there were too many line items and that it was impossible to be
accurate, and that it now appears that the taxpayers may have to pay $125,000.00 more
than the project is worth because of the massive confusion.

12. 6/26/84
