Councilmember Brandes expressed concern regarding the proposed $37,962.00 for <br />library services from Alameda County. He stated he felt this amount could be reduced <br />by use of more volunteers, which have not been utilized by the County. <br /> <br /> Ms. Helen Dunbar, representing Alameda County Libraries, stated that some volun- <br />teers are used in the Pleasanton Library, but for it to be effective, trained personnel <br />are needed to provide the level of service deserved and required by the citizens of <br />Pleasanton. <br /> <br /> Other Councilmembers supported this expenditure for library services. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 84-326, approving the 1984-85 Operating <br />Budget as presented in the document submitted to Council May 22, 1984, with the fol- <br />lowing amendments: (1) delete transit program funding from the City Manager's budget- <br />$4,500; (2) add parking lot lighting for the softball field at Sports Park - $30,000; <br />(3) add access road off Bernal Avenue to Upper Fields at Pleasanton School - $55,000; <br />and (4) rec!assify the Director of Finance position to Assistant City Manager and that <br />the salary range be $3,192-$4,150 per month, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, that <br />Resolution No. 84-327, approving the Three Year Capital Improvement Program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />N0E S: Non e <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Mobile Home Park Inspection Responsibility <br /> Mr. Swift presented his report (SR 84:346) dated June 20, 1984, regarding this <br />matter. <br /> <br /> Mr. Harold Abbott, 3263 Vineyard Avenue, stated he has received information that <br />this ordinance was instigated by Mr. Steve Hughes, a former resident of a mobile home <br />park. Mr. Abbott stated he did not know why Mr. Hughes is concerned now to have the <br />City inspect the parks, he did not request this when he was living there. Mr. Abbott <br />opposed the ordinance, stating it is just another bite on the taxpayers. <br /> <br /> Mr. Harold williams, Manager of the Vineyard Villa Mobile Home Park, 3263 Vineyard <br />Avenue, stated that the mobile home parks were not notified regarding this proposed <br />ordinance, which he felt was improper. He stated he felt State and County regulations <br />are sufficient to keep mobile home parks safe, and that the manager and the homeowners <br />association tried to handle any complaints. He opposed the City taking responsibility <br />for inspection of mobile home parks. <br /> <br /> Mr. Leon Corcus, Alameda, owner of one of the smaller mobile home parks in Pleasan- <br />ton on Rose Avenue, stated he had received information regarding the proposed ordinance <br />from his manager this date and felt it should not be enacted. He stated that problems <br />are taken care of by the manager and owner. He stated the long term ramifications of <br />the proposed ordinance are frightening and are of deep concern to owners and managers <br />of mobile home parks. <br /> <br /> Councilmember Brandes explained that this ordinance would not create an additional <br />inspection, it would take the place of a State inspection.
