Resolution No. 84-295, determining on the basis of a review of initial environmental
study done for this project, that no significant environmental impact would occur as
outlined in the City's guidelines and that a negative declaration is appropriate in
connection with the application of Ashwill Hawkins and Partners, Inc., for design re-
view approval of an approximately 13,800 sq. ft. building and related facilities on
an approximately 0.86 acre site at 2158 Rheem Drive, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: Councilmember Brandes

It was moved by Councilmember Butler, and seconded by Councilmember Wood, that
Resolution No. 84-296, approving the application of Ashwill Hawkins and Partners,
Inc., for design review approval of an approximately 13,800 sqo ft. building and re-
lated facilities on an approximately 0.86 acre site at 2158 Rheem Drive, subject to
all conditions set forth in Staff Reports 84:321 and 84:270, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: Councilmember Brandes

Councilmember Brandes re-entered the meeting.

Application of the Taubman Company~ Wic~!i~f ~nd CompanX., a~.d Doubletree, Inc.~ for
design review approval of a six story~ 174 room h.o!e! an~ related facilities on an
approximately four acre site located adjacent and to the west of 6000 Stoneridge..
Mall Road. The property is zoned CR(p) (Regional CommercialZ. F~rjyheral) District

Consider Adoption of Mitigated Negative Declaration
(Contd. Omen from 5-22-84)
Mr. Harris presented his report (SR 84:2?9) dated May 1~, 1984, regarding this
matter.

Mayor Mercer declared the continued public hearing open on the application and
the Mitigated Negative Declaration.

Mr. Jim Harpool, representing Wickliff and Company, reviewed the design changes
made to the original plan that was submitted. He advised that Doubletree Inn is 25%
owner of the proposed hotel and tha~ Wickliff and Company owns ?5%. He stated the
hotel is a club type hotel, with rooms comparable to Hyatt and Sheraton, but that
this facility will not have a convention center or public restaurant. He stated that
as part of the room rate, guests will receive a complimentary breakfast which will be
the only meal served, and that there will be a large lounge area for cocktails. He
stated that this type of facility will have less impact on traffic, water, and sewer.
He advised that the six story building is less height (62 ft.) that other six story
buildings because of the shallow floor space. He presented renderings of the design
of the project, as well as landscape plans. He reviewed vehicle access, pedestrian
access, and food service deliveries. Mr. Harpool reviewed traffic studies, and stated
the critical concern is the intersection of Dublin Canyon Road and Foothill Road. He
stated that Doubletree and Wickliff have agreed with regard to mitigation measures at
this location and will pay their fair share for any improvements necessary. He added
that a hotel such as the one proposed will produce less traffic than an office build-
ing. Mr. Harpool stated that with regard to sewer use, the proposed facility will
use water conservation fixtures to keep the usage as low as possible. Mr. Walker
advised that the City's figures have some water saving devices included, and that he
would have to look closer to determine accurate figures.

8. 6/12/84
