Mr. A. Naggar, representing the Taubman Company, stated they have looked at the
perimeter land use at Stoneridge Center with respect to planning and would like a
hotel of this concept in the area. He stated this concept seems to be compatible
with the shopping center. He added that the Taubman Company has the right to approve
architecture of any building on the peripheral, and that after looking at the proposed
hotel plan they feel it is right for the Stoneridge Shopping Center.

Mr. Jack Hovingh, 4250 Muirwood Drive, stated he is opposed to this project be-
cause it is not up to the standards set by Hacienda Business Park with respect to
setbacks and floor area, and also because of the adverse traffic impact it will have
on Foothill Road. He urged Council to reject the project.

Mr. Harpool rebutted by stating the floor ratio is 51%, which is less than Holi-
day Inn and more than the Sheraton. He stated the intensity of use should be con-
sidered also; Doubletree Inn will have less impact in use.

There being no further testimony, Mayor Mercer declared the public hearing closed
on the application and the mitigated negative declaration.

It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that
Resolution No. 84-297, determining on the basis of a review of initial environmental
study done for this project, that the proposed change may have a significant adverse
effect on the environment but that conditions imposed on project approval would re-
duce those potentially significant adverse effects to an insignificant level, there-
fore a mitigated negative declaration is appropriate in connection with the applica-
tion of the Taubman Company, Wickliff and Company, and Doubletree, Inc., for design
review approval of a six story, 174 room hotel and related facilities on an approxi-
mately four acre site located adjacent and to the west of 6000 Stoneridge Mall Road,
be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, and Wood
~OES: Mayor Mercer
ABSENT: None

Mayor Mercer stated he is opposed to this application because of the height of
the building and the traffic impact at the intersection of Dublin Canyon Road and
Foothill Road.
