Mayor Mercer requested Council to review Ordinance No. 1051, the outdoor sales <br />ordinance to further discuss the yearly time period dates~ consideration of allowing <br />the sales for five days instead of three days; and to not count arts and crafts sales <br />and shows by outside businesses to local merchants in the City. After discussion, <br />Mayor Mercer instructed staff to schedule this item on the next agenda and to prepare <br />the appropriate report. Council requested that the Chamber of Commerce be notified <br />of this item. <br /> <br /> Mayor Mercer requested that Ordinance No. 1103, the newspaper rack ordinance, which <br />goes into effect this week, not be enforced for 45 days. He stated he had met today <br />with representatives of Lesher Publications and Sparks Newspapers and there is a pos- <br />sibility of negotiated solution relative to this matter, which should avoid litigation. <br />He suggested that perhaps two Councilmembers and the City Attorney meet with the news- <br />paper representatives in an attempt to make the ordinance less restrictive. After dis- <br />cussion, Council concurred with the 45 day delay in implementation of Ordinance No. 1103. <br />Mayor Mercer appointed Councilmember Brandes and himself to work with the newspaper re- <br />presentatives relative to this issue. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Mike McQuaid, 2468 Via De Los Milagros, representing the Pacific Locomotive <br />Association, addressed Council regarding the possible relocation of the Castro Point <br />Railway Museum in Richmond to Pleasanton, using the Southern Pacific tracks from the <br />southern end of Pleasanton to Niles Canyon. He advised that while the rail operation <br />would not enter the downtown area, it would still be close enough to provide support <br />to the downtown area; and that all the business people he had talked to support the <br />project. He advised there would be easy access from the freeways. He envisioned <br />approximately 1000-1500 riders per day. He concluded by stating he felt this venture <br />would be a unique asset to the City and he looked forward to working with Council in <br />this endeavor. Council advised they would need additional information before making <br />any comments relative to this matter. <br /> <br /> Mr. Earl Randall, 6510 Hansen Drive, asked whether or not his property is in the <br />flood control area, and how he would know when it is taken out. He stated he has some <br />concerns regarding the Ponderosa development behind his residence as there seems to be <br />a grading problem. Mayor Mercer suggested that Mr. Randall call the Director of Public <br />Works to ascertain whether or not his property is in the flood control district, and he <br />instructed Mr. Warnick to review the process of removing a piece of property from the <br />flood zone, to Mr. Randall. <br /> <br /> Mr. Harold Dixon, 4066 Suffolk Way, new President of the Pleasanton Meadows Home- <br />o~ers Association, requested Council and staff to look into the possibility of making <br />a change in the traffic flow at the intersection of Santa Rita Road and West Las Positas. <br />He suggested reducing the traffic flow into the residential area by the sizing and shape <br />of the median island, and to have one straight lane and one turn lane only. He stated <br />he is available to work with staff relative to this matter. <br /> <br /> Mr. Raymond Kaupp, 435 Abbie Street, stated that traffic on Abbie Street is intoler- <br />able because of the baseball games in the area and he requested Council to take action <br />to alleviate this problem. After discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Mohr, that the gate to the baseball field be locked and the <br />players notified to park in the area of the Pleasanton Elementary School. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />I'~OES: None <br />ABSENT: None <br /> <br /> 4. 5/22/84 <br /> <br /> <br />
