MATTERS INITIATED BY COUHCILMEMBERS <br /> Apmointment of Planning Commissioners <br /> Mayor Mercer stated that eight candidates had been interviewed by City Council on <br />May 14, 1984, for consideration relative to the two vacancies on the Planning Commis- <br />sion, and that it was now in order to make the appointments. <br /> <br /> It was moved by Councilmer~er Butler, and seconded by Councilmember Wood, that Reso- <br />lution No. 84-248, appointing John H. Innes, as a member of the Planning Commission for <br />a term of four years, said term to expire May 5, 1988, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Couneilmember Mohr <br /> <br /> Councilmember Mohr explained that she was abstaining from voting on this item be- <br />cause Mr. innes may be working with her campaign in the Council election to be held in <br />November. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />Resolution No. 84-249, appointing Kaye H. Wellman as alternate member on the Planning <br />Commission to fill the unexpired term of A! Arrigoni, said term to expire May 5, 1987, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilme~er Brandes stated he was particularly upset at the large number of <br />illegal campaign signs that have been placed within the City. He asked how many signs <br />have been removed and if there had been a charge to the candidates for the removal of <br />the illegal signs. Mr. Walker advised that approximately 100 illegal signs had been <br />removed from various locations within the City and had been taken to the Corporation <br />Yard. He stated he had not charged any penalty for removal of the signs; the ordinance <br />states that a penalty may be assessed up to $5.00 per sign, but that he had not done so. <br />After discussion, Council encouraged staff to levy a fine on any illegal signs picked <br />up henceforth, in accordance with City ordinance. <br /> <br /> Councilmember Mohr requested that reduced drawings of maps be included with the <br />City Council packet reports rather than the large bulky plans. Other Councilmembers <br />concurred, and staff was instructed to begin including the smaller maps in the reports <br />immediately. <br /> <br /> Councilmember Mohr presented a status report on the Pleasanton/Dublin Transit Study. <br />She advised that a proposed route has been agreed upon and that the bylaws and joint <br />powers agreement are being prepared by Barbara Shaw of the City of Livermore, for ap- <br />proval by the Transit Committee and the Cities of Livermore, Dublin, and Pleasanton. <br />She stated that the City of Livermore had received $5,000 grant money for the prepara- <br />tion of the bylaws and joint powers agreement a~d that the committee had contracted <br />with Barbara Shaw to complete this scope of work. Mayor Mercer stated that one agency <br />has advised him that the hiring of Barbara Shaw was not a unanimous vote by the Transit <br />Committee, and he wanted to be assured there was no bias involved. Councilmember Mohr <br />stated that after discussion it was unanimously agreed by the Transit Committee that <br />this would be the best way to proceed, that she was not aware of any bias, and that the <br />bylaws and joint powers agreement would be reviewed bv the City Attorneys of the three <br />Cities as well as the County. <br /> <br /> Councilmember Wood asked staff to look into the feasibility of a recreational ease- <br />ment along the Arroyo Mocho from Zone 7; to enforce dust control measures on all contract <br />work in the City; and to look into the feasibility of training recreation employyees in <br />EMT procedures. 3. 5/22/84 <br /> <br /> <br />
