Mr. Gil Barbee, Land Surveyor, 147 Bernal Avenue, requested Council to extend the
deadline date on the preparation of tract map for Tract 5168 until June 25, 1984. After
discussion, it was moved by Councilmember Butler, and seconded by Councilmember Mohr,
that Resolution No. 84-250, extending the deadline date until June 25, 1984, for filing
the track map for Tract 5168, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

Mr. Jack Hovingh, 4250 Muirwood Drive, stated he had concerns regarding the sewer
expansion and the report prepared by CH2M Hill. He stated he felt that the effluent
would pollute the Bay, the expansion would raise customer bills, and the project would
be energy inefficient. He stated he felt the chlorine should be removed, that the im-
provements and increased operating costs should be paid for by the developers, and he
recommended that the pipeline size be increased and paid for by the industrial and com-
mercia! developers. Mayor Mercer explained that the expansion will be paid for by future
users of the pipeline and that the pumps will be used on off-hours in order to be as
energy efficient as possible. He also advised that the total operational and mainte-
nance costs have not been determined but it will be shared by the agencies using the
pipeline.

PUBLIC HEARINGS
~pp!ication' of the Ci.ty of Pleasanton to amend the provisions of Ordinance No. 885~
rezoning a.pproximately 61 acres imme~ia.~ely north of the Pleasanton Sports and Recrea-
tion Park, to delete Section 4('!)'(d) guaranteeing "no street access from the develop-
ment to Sutter Gate ('~ive)"

Consider Adoption of Negative Declaration
(Contd. 0Den from 4-24-84 and 5-8-84)
M~."]j~rnick pre'sented hi~ report (SR 84:283) dated May 22, 1984, regarding this
matter.

Mayor Mercer declared the public hearing open on the application and the negative
declaration.

The following persons spoke in favor of the application:

Mr. Larry Battleson, MacKay & Somps, representing Crocker Homes, stated that Crocker
Homes is in favor of the Park and Recreation recommendations and also in favor of staff
recommendations for deletion of Section 4(1)(d) which guarantees no street access from
the development to Sutter Gate. He stated there are only 33 lots remaining to be
developed. He stated that Crocker is willing to do whatever they can to solve the
problem and will share in the cost of improvements.

Mr. Byrl Willjams 7426 Aspen Court, stated he is in favor of better access to the
sports park. He stated the 1976 General Plan showed access to the park from Sutter
Gate. He advised that 1979 City Council action required that there not be access from
Sutter Gate. He stated he felt this was a bad faith act to the vast majority of the
citizens of Pleasanton in not providing better access to the sports park, which in his
opinion is one of the best sports facilities in northern California. He stated that
traffic congestion needs to be eliminated getting into the park. He suggested that
several entraces be made into the park but not connecting therefore not causing any
thru traffic on residential streets.

Mr. Brad Hirst, 2256 Minivet Court, read a resolution of the Transportation Sub-
committee of the General Plan Review Committee, recommending that access be provided
to the eastern end of the sports park for emergency vehicles, sports park users and

5. 5/22/84
