Mayor Mercer declared the public hearing closed. <br /> <br /> Councilmember Brandes stated he had asked to have this matter appealed because of <br />several concerns of citizens in the area; namely, Hansen Avenue has been totally un- <br />acceptable for many months, and the adverse impact of the truck hauling route through <br />the development. Councilmember Brandes stated he felt the conditional use permit appli- <br />cation should be denied until Hansen Avenue is completed from Valley Avenue to the exist- <br />ing gate and including Catle Reynoso. <br /> <br /> Councilmember Wood stated he had concerns regarding completion of the soundwall. <br /> <br /> Mr. Chuck Pinkerton, representing Ponderosa Homes, stated there are two other <br />developers involved in the completion of Hansen Avenue; that bonds have been posted <br />for the renovation of the street, and that it will be done as soon as the project <br />development is completed. Mr. Pinkerton stated he is upgrading the soundwall and is <br />waiting on material to complete it. He stated he could change the haul route from <br />Valley Avenue through the undeveloped area. <br /> <br /> Councilmember Brandes stated he has concern about the 60 ft. flagpole, and would <br />like it removed. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Wood, that Resolution No. 84-258, approving the appeal of the City Council of <br />a decision of the Planning Commission, and denying without prejudice the application <br />of Ponderosa Homes (UP-84-S) for a conditional use permit to operate a model home <br />complex, sales office and related facilities on six lots at the intersection of the <br />proposed extensions of Hansen Drive and Paseo Santa Cruz, after making the following <br />findings for improvements: (1) the access road to the project is located inappro- <br />priately, and truck traffic should be brought in on the first possible turn on Valley <br />Avenue with no construction trucks being allowed to go beyond that point; (2) Hansen <br />Drive from Valley Avenue to the fence at the existing end of the street, plus one block <br />of Calle Reynoso, needs to be completely restructured, (3) that the soundwalls on <br />Valley Avenue need to be completed; and (4) that the flag pole constitutes an inappro- <br />priate advertising display, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br />MATTERS CONTINUED FOR DECISION <br />Adoption of Ordinance No. 1139, approving the application of V~A...West, Inc. ~ for PUD <br />(Planned Unit Development)-development plan approval of a 200 unit residential deve- <br />lopment project on approximately 35 acres located on the north .side of Vineyard <br />Avenue opposite Sauterne Way <br />(Intro. 4-24-84, 4-Ayes, i-No; Contd. from 5-8-84) <br /> Mayor Mercer stated that Ordinance No. 1139 was introduced on April 24, 1984, by <br />a vote of 4-Ayes, 1-No, continued from the meeting of May 8, 1984, and that it was now <br />in order to adopt the ordinance. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Ordinance No. 1139, approving the application of Val West, Inc., for PUD (Planned Unit <br />Development)-deve!opment plan approval of a 200 unit residential development project <br />on approximately 35 acres located on the north side of Vineyard Avenue opposite Sau- <br />terne ~ay, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Wood <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Butler <br /> <br /> 14. <br /> <br /> <br />
