The following persons spoke in favor of this application: ~{|]- <br /> <br /> Ms. Marge Nome, 3231 Vineyard Avenue, former Planning Commissioner in San Leandro, <br />stated that Pleasanton needs good quality development and she feels this project is <br />good planning. She stated that residents of this area could use other routes than <br />Vineyard Avenue. <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, President of Vintage Hills Homeowners Asso- <br />ciation, stated that Mr. Valley has worked with the homeowners association and taken <br />their concerns into consideration. Mr. Schneider stated this group is very concerned <br />about traffic on Vineyard Avenue and feel that some of the studies conducted are not <br />accurate. He advised the group is highly in favor of the park and support the project <br />as it is presented. <br /> <br /> The following persons spoke in opposition to this application: <br /> <br /> Mr. James Griffin, 3036 Chardonnay Drive, stated he felt this is a fine project, <br />but has concerns about traffic. He urged Council to consider the number of projects <br />being approved and the effect on traffic on Vineyard Avenue. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, stated that sometime a limit is going to <br />have to be set on the number of approvals allowed until completion of the extension <br />to Stanley Boulevard and Valley Avenue. He stated that traffic on Vineyard Avenue <br />is treacherous and that this problem should be solved before adding any more new <br />construction. <br /> <br /> Mr. Ron Schneider stated the homeowners group feel that improvements to the <br />intersection at First Street and Vineyard Avenue are important. <br /> <br /> Ms. Diane Mangum, 872 Sy!vaner Drive, stated she is not opposed to the project <br />but is concerned about traffic on Vineyard Avenue. <br /> <br /> Mr. Jeff Damon stated he had not had time to fully review the problems at the <br />intersection at First Street/Vineyard Avenue but felt sure that improvements could " <br />be made to the traffic flow, and advised that Mr. Valley would bear the costs of <br />such improvements. <br /> <br /> Ms. Nome stated that housing of the type proposed by Mr. Valley is needed in <br />Pleasanton; that she herself is interested in this type of dwelling unit. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Butler, that Resolution No. 84-204, determining on the basis of a review of <br />initial environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City~s guidelines and that a mitigated negative <br />declaration is appropriate in connection with the application of Va! West, Inc., for <br />PUD (Planned Unit Development)-development plan approval of a 200 unit residential <br />development project on approximately 35 acres located on the north side of Vineyard <br />Avenue opposite Sauterne Way, subject to the project being phased over a four year <br />period, that the developer contribute $1!0,000 in fees for the purpose of constructing <br />the connection of Vernal Avenue to Valley Avenue, and that the developer pay the entire <br />cost of any necessary signal phasing and turn lane modifications to the First Street/ <br />Vineyard Avenue intersection, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> S. 4/24/84 <br /> <br /> <br />
