Preliminary Report on a Monitoring System for Pleasanton <br /> Mr. Lee presented his report (SR 84:198) dated April 9, 1984, regarding this <br />matter. <br /> <br /> Mr. John Innes, 1586 Foothill Road, stated he had some concerns regarding the <br />staff report. He stated the Steering Committee and well as the entire General Plan <br />Committee feel that now is the time to get an Environmental Committee in place. He <br />stated that by the time a committee is appointed, they determine the scope of work <br />and purpose, and get organized with staff, it will take 6-9 months to become effec- <br />tive. Mr. Innes stated he doubted that staff, even with additional persons, will <br />have time to do the monitoring. He suggested several computer alternatives that <br />might be available for this purpose. He urged Council to appoint an Environmental <br />Committee as soon as possible so they could get started on the scope of work and <br />start gathering data, utilizing the assistance of the planning consultant and the <br />part-time planner. <br /> <br /> After considerable discussion, it was moved by Councilmember Mohr, and seconded <br />by Councilmember Wood, to involve a panel of volunteers to participate in the con- <br />sideration of an Environmental Monitoring Commission and to develop a Scope of Work <br />to assist staff on a monitoring system, and to assess the information at the end of <br />one year to determine the effectiveness of the Commission and the need for a Commis- <br />sion. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer appointed Councilmembers Butler and Mohr to select names of persons <br />to be considered for appointment to an Environmental Monitoring Commission, and with <br />recommendations on whether or not to have an environmental committee. <br /> <br />Industrial General Plan Review CommitteeTs Recommendations for Fiscal Year 1983-84 <br /> Mr. Lee presented his report (SR 84:199) dated April 12, 1984, regarding this ._ <br />matter. <br /> <br /> Ms. Sharrell Michelotti stated that a more positive and definite statement regard- <br />ing the importance of Hacienda Drive prioritization was made by the Steering Committee <br />than was noted in the staff report, and she reiterated the importance of this matter. <br /> <br /> No action was required or taken by Council on this item. <br /> <br />Matters for the Information of the Council <br /> <br />Minor Modification Case PUD-79-1!~ Cork Harbour <br /> Mr. Harris presented his report (IR 84:29) dated April 19, 1984, regarding this <br />matter. No action was required or taken by Council on the item. <br /> <br />PUD-82-13-1M, Minor Modification to the Deer Oaks Development PUD <br /> Mr. Harris presented his report (IR 84:28) dated April 17, 1984, regarding this <br />matter. No action was required or taken by Council on the item. <br /> <br />Approval of Development Deferment Agreement with Robert E. Frank <br /> Mr. Swift presented his report (SR 84:222) dated April 18, 1984, regarding this <br />matter. <br /> <br /> After brief discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 84-208, approving the Second Amendment to the <br />Development Defermerit Agreement with Robert E.
