It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 84-164, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate in connection with the application of Prudential Insurance Company for an amend- <br />ment to the Land Use and Circulation Element of the General Plan to change the land use <br />designation of the approximately 5.7 acre site located immediately north of Hacienda <br />Business Park between Hopyard Road, Chabot Drive, and Owens Drive from "General and <br />Limited Industrial" to "Industrial, Commercial and Offices", and to extend Stoneridge <br />Drive southerly across West Las Positas Boulevard then easterly beyond the southeast <br />corner of the Hacienda Business Park to Santa Rita Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Butler, that Resolution No. 84-166, approving the application of Prudential In- <br />surance Company for an amendment to the Land Use and Circulation Element of the General <br />Plan to change the land use designation of the approximately 5.7 acre site located <br />immediately north of Hacienda Business Park between Hopyard Road, Chabot Drive, and <br /> 1 <br />Owens Drive from "General and Limited Industrial" to "Industria , Commercial and <br />Offices", and to extend Stoneridge Drive southerly across West Las Positas Boulevard, <br />then easterly beyond the southeast corner of the Hacienda Business Park to Santa Rita <br />Road, subject to all conditions contained in Planning Commission Resolution No. 2445, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Application of Prudential Insurance Company of America for a revision to the Hacienda <br />Business Park Planned Unit Development (PUD-81-30) to expand the boundaries of the park <br />to the northwest to include an approximately 5.7 acre site bounded by H0pyard Road, <br />Owens Drive and Chabot Drive and to rezone that site from I-G (General Industrial) to <br />PUD (Planned Unit Development)-Commercial CCPD); and to make the following changes to <br />the land use and circulation designations within the existing boundaries of the Park; <br />change the 3,466 acre site located at the northeast corner of Chabot Drive and Gibral- <br />tar Drive from Commercial (CPD) to Garden Office (OGPD)'; change the 18.366 acre site <br />located on the northeast side of Stoneridge Drive immediately northwest of Tassajara <br />Creek from ~ndustrial/Warehouse (IWPD) to Research an'd Development/Light Manufacturing <br />(IPD); change the 15.120 acre site located on the northeast side of Stoneridge Drive <br />between Tassajara Creek and West Las Positas Boulevard from Industrial/Warehouse (IWPD) <br />to 11.120 acres of Research and Development/Light Manufacturing (IPD)"and 4 acres to <br />Public and Institutional; and change the 15.27 acre site located at the southeast cor- <br />ner of the Hacienda Business Park from Industrial'/Warehous~ (~W~D~ to 12.677 acres of <br />Research and Development/Light Manufacturing (rPD) and 2.6 acres of street right-of-way <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 84:186) dated April 2, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Jack Swanson, representing Prudential Insurance Company, presented displays <br />showing the proposed changes.
