The following person spoke in opposition to this general plan land use change: <br /> <br /> Mr. Dan Mahoney, 2820 Longspup, property owner adjacent to the Hopyard Center, <br />stated he still has concerns about parking and overflow onto the neighborhood street <br />where he lives. He requested Council to condition the application to restrict any <br />parking on residential streets by users of the Center. <br /> <br /> Mr. Miklaus stated he is aware of the concerns of the surrounding property owners <br />and will address this subject at the time that plans for the development are prepared. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on this item. <br /> <br /> The Negative Declaration in connection with this item was approved at the City <br />Council meeting of December 6, 1983, be Resolution No. 83-546. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that <br />Resolution No. 84-166, approving the application of Capital Conveyance Company to <br />amend the general plan land use designation on approximately 1.56 acres located on <br />the north side of Valley Avenue just east of the Hopyard Shopping Village from "Public <br />and Institutional" to "Commercial and Offices", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council indicated that the property should be rezoned either PUD (Planned Unit <br />Development)-Offices or "O" (Office) District. <br /> <br />Application of Prudential Insurance Company for an amendment to the Land Use and Cir- <br />culation Element of the General Plan to change the land use designation of the approxi- <br />mately 5.7 acre site located immediately north of Hacienda Business Park between Hop- <br />yard Road, Chabot Drive and Owens Drive from "General and Limited Industrial" to "In- <br />dustrial, Co~m~ercial and Offices", and to extend Stoneridge Drive southerly across West <br />Las Positas Boulevard, !hen easterly beyond the southeast corner of the Hacienda Busi- <br />ness Park to Santa Rita Road <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Harris presented his report (SR 84:185) dated April 2, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the Mitigated <br />Negative Declaration. <br /> <br /> Mr. Jack Swanson, representing Prudential Insurance Company, displayed renderings <br />showing the land use changes, and he reviewed the changes being proposed. <br /> <br /> Mr. Harold Dixon, 4066 Suffolk Way, representing the Pleasanton Meadows Homeowners <br />Association, stated this group supports the application, as well as the following item, <br />because of the improvements to the circulation pattern and the extension of Stoneridge <br />Drive. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> 4. 4/10/84 <br /> <br /> <br />
