CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Wood reviewed the Family Shelter Program being proposed for Camp <br />Parks, and stated that it would be operated by the Salvation Army. <br /> <br /> Councilmember Mohr advised that she would be unable to attend the ABAG General <br />Assembly on March 16, 1984, as the City~s representative, and would like to send a <br />proxy vote. <br /> <br /> Councilmember Mohr advised that East Bay Regional Park District will hold a public <br />hearing on March 20, 1984, in the Pleasanton Council Chambers, to discuss the Apperson <br />Ridge Quarry. She stated she could not attend this meeting and suggested that someone <br />else be in attendance to present the City~s position regarding this issue. <br /> <br /> Councilmember Brandes advised that the Citizens Cable TV Advisory Committee will <br />be requesting steps to be taken relative to the cable franchise agreement, in the near <br />future. <br /> <br />MEETING OPEN TO Tt!E PUBLIC <br /> Mr. James Griffin, 3036 Chardonnay, speaking on behalf of the Vintage Hills Home- <br />owners Association, stated this group feels that the Pang Report on the Vineyard Avenue <br />Traffic Study is not accurate, stating that the traffic figures are the lowest that <br />have been presented in the last seven years. He stated he had personally conducted a <br />traffic count during peak morning and evening hours which reveal a much higher traffic <br />count. He requested that a more accurate report, with alternatives, be considered be- <br />fore approval of any further development along the Vineyard Avenue corridor. Mr. War- <br />nick stated he felt the Pang Report is as accurate as can be, considering the number <br />of assumptions that must be taken into account. He advised that one developer had <br />contracted with three traffic engineers, and the findings are that traffic is not as <br />bad as projected. Mr. Harris advised that the Pang Report on Vineyard Avenue traffic <br />will be considered by the Planning Commission along with two proposed developments <br />for this area. Council took no action on the Vineyard Avenue Traffic Study report, <br />thus allowing it to go through the Planning Commission procees and back to Council <br />for further consideration. <br /> <br /> Mr. Richard Rathert, 3171 Chardonnay Drive, presented pictures showing a 15 ft. <br />high structure in the back yard adjacent to his property which obstructs his view and <br />invades his privacy. He stated there is no City ordinance to protect his rights in <br />this matter. He requested Council to consider a change to the code that would prevent <br />this situation from happening in the future. Council instructed staff to prepare a <br />report regarding this matter for consideration by Council at a meeting in the near <br />future. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Wood, instructing staff to investigate the possibility of the City en- <br />forcing the CC&R's of a development, and report back to Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Vice Mayor Mercer <br />NOES: None <br />ABSENT: Mayor Butler <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, stated it appears the developer of the pro- <br />perty at Bernal Avenue and Vineyard Avenue is stripping all the trees of the land. <br />Vice Mayor Mercer instructed staff to investigate this matter. <br /> <br /> 3/m3/84 <br /> <br /> <br />
