He advised that tentative plans are underway for <br />a contingent from Pleasanton to visit Tulancingo in July or August, and then to in- <br />vite representatives from Tulancingo to Pleasanton in September to be here during <br />Heritage Days. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Wood, approving a Proclamation inaugurating a Sister City Program between <br />Tulancingo, Mexico, and Pleasanton, California. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Vice Mayor Mercer <br />NOES: None <br />ABSENT: Mayor Butler <br /> <br /> Councilmember Mohr stated that several street lights are burned out on Peters <br />Avenue and she requested staff to correct this matter. <br /> <br /> Councilmember Mohr stated she had received a telephone call from a Post Office <br />employee requesting that the City furnish a street map, that includes all new streets, <br />to each postal carrier, for their information. She asked staff to take care of this <br />matter. <br /> <br /> Councilmember Mohr stated she has received complaints from residents in the <br />vicinity of San Jose Drive and San Antonio relative to parked cars at this inter- <br />section which create a traffic hazard. She requested staff to investigate this <br />matter. <br /> <br /> Vice Mayor Mercer reviewed recent events relative to a 60-Minutes report on CBS <br />regarding strip searches which alluded to a Pleasanton housewife being strip searched <br />three times in one day by Pleasanton Police Department for a traffic violation. <br /> <br /> Mr. Eastman, Police Chief, presented a brief update on strip search legislation <br />and reviewed in detail the policy of the Pleasanton Police Department relative to <br />strip searching. He stated that strip searches are only conducted on persons sus- <br />pected ot drug felony or burglary felony. He stated that strip searches are done <br />after it has been determined by a police of~er that there is reasonable suspicion <br />that warrants a strip search, then the supervisor must give written permission to <br />do so. Chief Eastman stated that in the last 2~ years since he has been Chief, <br />eight strip searches have been conducted on five females and three males; three for <br />drug felony, three for burglary felony; and two for child abuse, which were done with <br />their parents consent. He reviewed the facts of the subject case, stating that police <br />officers responded to a domentic call and it was discovered that there were traffic <br />warrants outstanding against the female subject. She was taken to the Police Station <br />and held for approximately two hours before being transported to the County Jail at <br />Santa Rita. Chief Eastman advised that he has never received any complaint from the <br />subject female regarding strip search or any other treatment, and he assumed she had <br />contacted the Sacramento Hotline or ACLU several months later registering the com- <br />plaint. Chief Eastman concluded by stating that to his knowledge and in accordance <br />with everything he could determine from the records, the female in question was not <br />strip searched by the Police Department, and he resented the inference on his Depart- <br />ment. <br /> <br /> Vice Mayor Mercer stated that Mayor Butler has transmitted a letter to CBS 60- <br />Minutes asking where they obtained their information and requesting a retraction. <br /> <br /> Vice Mayor Mercer stated that the Amador High School Girls Soccer Team and the <br />Foothill High School Boys Soccer Team had each won their North Coast Division Champ- <br />ionships. He requested that commendations be presented to these two teams for their <br />outstanding athletic endeavors. Council concurred. <br /> <br /> 4. 3/13/84 <br /> <br /> <br />
