<br /> Mrs. Robert Emberton, 1627 Paseo del Cajon, stated the proposed ordinance is
<br /> arbitrary and she has concerns about who determines when a barking dog becomes a
<br /> dist~urbance of the peace, whose dog is creating the problem, etc. She asked why
<br /> cats are not included in this ordinance. Staff advised that all animals are ad-
<br /> dressed in the ordinance.
<br />
<br /> Mr. Jack Hovingh, 4250 Muirwood Drive, stated the ordinance is not specific
<br /> enough relative to loudness and duration.
<br />
<br /> Vice Mayor Mercer presented a letter from Michael L. Gillon, 5624 San Luis Court,
<br /> urging a "Yes" vote on the ordinance. Vice Mayor Mercer stated that a telephone call
<br /> had been received at the Clerk's office on March 9, 1984, from Wayne Johnson, in sup-
<br /> port of the ordinance.

<br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council-
<br /> member Wood, that Ordinance No. 1031, to be read by title only and waiving further
<br />C~ reading thereof, approving the regulation of nuisances by animals, be introduced.
