Mr. Keith Kass, 956 Sycamore Road, stated he would like to annex his 24~ acres to <br />the City. <br /> <br /> Mr. Helmut Stonawski, 336 Sycamore Road, stated he would like to annex to the City. <br /> <br /> Mr. Guy DeGarmo, 582 Sycamore Road, owner of 1/2 acre, stated he is in favor of <br />annexation and feels that a decision should be made on this issue in the near future. <br />He stated he needs to install a septic tank and did not want to do so until Council <br />determines whether or not this area will be annexed. He stated that while he does not <br />oppose annexation he is in favor of keeping the lifestyle of the rural atmosphere. He <br />added that his property is within 100 feet of City sewer and water lines. <br /> <br /> The following persons spoke in opposition to annexation of any property in the <br />Happy Valley area to the City: <br /> <br /> Mayor Butler presented a letter from Richard T. Bowles, Attorney representing Mr. <br />and Mrs. Backer, stating their opposition to annexation of their property on the north <br />side of Sycamore Road to the City. <br /> <br /> Mavor Butler also presented a letter from Jack Ward stating his opposition to the <br />annexation of his property at 982 Sycamore Road. <br /> <br /> Mr. Bud Barlow, President of the Alisal Improvement Club, reviewed the background <br />of this area, and the results of the recently conducted study regarding annexation of <br />Happy Valley to the City. He advised that the majority of the homeowners voted not to <br />annex to the City; their basic reason being to maintain the rural atmosphere which they <br />now enjoy. He stated that it is his personal opinion that if the area is annexed to <br />the City, zoning within the Happy Valley loop should not be less than 2~-3 acres in <br />size. <br /> <br /> Council commended Mr. Barlow and his Steering Committee for their efforts on the <br />annexation review study for the Happy Valley area. <br /> <br /> Ms. Judy Backer, 530 Sycamore Road, s~ongly opposed being forced into annexation <br />to the City. She stated she felt this wa~ taking away her rights as well as her income <br />of horse boarding and breeding. She advised that the majority of those desiring annexa- <br />tion to the City owned unoccupied land which they plan to develop. She added that her <br />family and the Ward family want to be left out of the annexation completely, and would <br />agree with alternative recommendations with great remorse. <br /> <br /> Mr. Jack Ward, 982 Sycamore Road, stated this is an emotional matter and he urged <br />Council to face their responsibility and show the residents of this area understanding <br />and support of their desire to remain rural. He stated that to allow big development <br />would be a breach of public faith. <br /> <br /> Mr. Russell Romero, 558 Sycamore Road, member of the Alisal Homeowners Association <br />and the Steering Committee for the annexation study, stated that it is the consensus <br />of the majority of the homeowners to strongly oppose annexation to the City. He added <br />that those seeking City services should move onto property within the City or other <br />areas that provide such services. He pleaded for Council assistance not to annex the <br />Happy Valley area. <br /> <br /> Ms. Kathryn Green, 386 Sycamore Road, stated she does not want to annex to the <br />City. <br /> <br /> Ms. Phyllis Cooper, 6525 Alisal Street, thanked Council and staff for their assist- <br />ance in the preparation of the annexation study report. She stated that the concerns <br />of the above speakers are valid, whether for or a~ainst annexation.
