SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Board of Adjustment, Design Review Board, and Planning Commission <br />at their meeting of 1-11-84 <br /> Mr. Harris presented his report (SR 84:29) dated January 12, 1984, regarding this <br />matter for the information of the Council. No action was required or taken by Council <br />on this item. <br /> <br />REPORTS OF THE CITY MANAGER <br />.~e~uest for Annexations - Happy Valley Area <br /> Mr. ~arni~'k presented his report (SR 84:41) dated January 19, 1984, regarding this <br />matter. <br /> <br /> Mayor Butler opened the meeting for public testimony on this item. <br /> <br /> The following persons spoke in favor of annexation to the City: <br /> <br /> Mr. Joe Calabrigo, Land Use, representing the Amador Valley Joint Union High School <br />District, stated that the District has determined the 42.53 acre school site on Syca- <br />more Road to be surplus property. Accordingly, the City of Pleasanton amended the <br />General Plan land use designation on this site from "School" to "Low Density Residen- <br />tial". He stated the District desires to develop this property and the only way it can <br />be done is to annex to the City. He advised that sale of the property is necessary to <br />provide needed funds for maintenance of existing school buildings. He stated that other <br />property owners in the immediate area would also like to annex to the City. He stated <br />he had met with the Happy Valley Steering Committee regarding the study on annexation <br />of the entire area to the City. He stated that while the majority of the homeowners <br />voted not to annex to the City, he felt some alternatives should be considered for those <br />who desire annexation to the City. He suggested a "transition zone" as a valid concept. <br />He also suggested annexation of large amounts of property without 100% concurrence of <br />o~ers, in order that blocks of land could be annexed without it being done piecemeal. <br />He urged Council to consider the concerns of those property owners desiring annexation <br />to the City. <br /> <br /> Mr. Bob Hagler, Assistant Superintendent of the Amador Valley Joint School District, <br />stated the District would like to annex to the City so that they could then take steps <br />to place their property on the market for sale. <br /> <br /> Mr. Gary VanWegen, 488 Sycamore Road, stated that he has been requesting annexation <br />of his property since 1981; that he is twenty feet from the City sewer and water lines; <br />he does not feel a pocket is being created if his property is annexed; and that his <br />property backs up to a City street. He stated he had no desire to force anyone into <br />annexation if orderly growth can be accomplished without it. <br /> <br /> Mr. Lee Sonne, 510 Happy Valley Road, stated he has supported the City for fifteen <br />years, his children attend Pleasanton schools, he spends most of his money in the City, <br />and he would like to be annexed to the City to receive its services. He stated his <br />water system needs expensive repair but he does not want to have this done if there is <br />a possibility of annexation to the City. He stated that his parcel is not large enough <br />to subdivide, and he did not feel that annexation of his property would significantly <br />impact the other property owners in the area. He asked Council to vote for annexation <br />of his property so that he could get City services. He stated he was also speaking on <br />behalf of Mr. Vincent Davis, 500 Happy Valley Road. <br /> <br /> Mr. Mike Harris, owner of 15 acres of land adjacent to the Lund property, stated he <br />desires annexation to the City in order to develop his property. He advised this area <br />is sho~m on the Pleasanton General Plan as two dwelling units per acre. He added that <br />perk tests are unsuccessful on the land, therefore, in order to move ahead he needs City <br />services. 8. 1/24/84 <br /> <br /> <br />
