Mayor Butler requested that staff prepare a report for consideration at the Mid-
Year Budget review relative to the Library, with alternatives for providing a more
adequate system for the community.

CITY COUNCIL COMMITTEE REPORTS
There were no City Council Committee reports presented at this meeting.

MEETING OPEN TO THE PUBLIC
Ms. Margaret Tracy, Livermore resident, addressed comments made at the recent
Chamber of Commerce dinner and at City Planning Commissions, stating that the gutter
humor and language used by certain officials was inappropriate to city leaders and
reflect negatively upon the individuals and upon the character of the group which
they represent.

Mr. Brian Benda, representing Pleasanton Today and Tomorrow, requested a panel
discussion between members of the City Council and representatives from Pleasanton
Today and Tomorrow, for the purpose of clarifying issues regarding the measure to be
voted on at the April 10th special election. He stated that an open discussion is
essential to prevent a campaign that irreparably divides the city. He suggested that
the forum be moderated by. an impartial body such as the League of Women Voters. Mayor
Butler stated Pleasanton Today and Tomorrow goals are admirable - the public wants and
needs to be informed - but City Council meetings that have been held have provided a
forum for the issues on both sides. He stated he did not think Council should parti-
cipate in a separate forum, adding he thought Council has done its part. Councilmember
Mercer stated that volumes of reports, studies, and other information have been made
available to the public; that there has been many hours of debate on this issue, not
only on Hacienda Business Park but all projects, with neighbors from all over the com-
munity. He stated that to try to summarize at this point in one evening, in his opinion,
would not solve the problem. He stated he felt the public needs to be informed, and
that both groups (Pleasanton Today and Tomorrow and PROUD) will be doing their work,
but as far as one debate to bring a divided community back together he did not think
this would work. Councilmember Brandes stated that all Councilmembers are available
by phone to discuss any matters of concern with the citizens; he added he had not re-
ceived any phone call thusfar relative to this issue. Councilmember Mohr stated she
is available and would support such a meeting if it would help inform the public of
the issue at hand. Councilmember Wood stated Council has spent eighteen months re-
ceiving input from the public; he added that if the issues have not been settled by
now then they will not be settled in a one night meeting. After discussion, Mayor
Butler concluded by stating that Council appreciates the fact that Pleasanton Today
and Tomorrow is concerned about public interest, and the Council is also desirous that
the public be well informed, but feel that a public debate forum is not the best way
to educate the voters; adding that eighteen months of public hearings and meetings have
previously taken place relative to this issue.

PUBLIC HEARINGS
Application of Leisure Sports, Inc., for PUD (Planned Unit Development) zoning and
development plan approval of a major addition to the Amador Valle~ Athletic Club for
an approximately 181,000 sq. ft., 298 room, five story hotel/convention center, addi-
tional tennis courts and related facilities on an approximately 16.8 acre site at 7090
Johnson Drive. Zoning for the property is IG (General Industrial) District

Consider Adoption of Mitigate~ Negative Declaration
Mr. Harris presented his report (SR 84:33) dated January 16, 1984, regarding this
matter.

Mayor Butler declared the public hearing open on the application and the mitigated
negative declaration.

4. 1/24/84
